sorted that the restructuring
committee considered a num-
ber of principles, including:
bast value for the taxpayer's
dollar; ability to provide
municipal services from
municipal resources; support-
ive environment for job cre-
ation. investment and eco-
nomic growth; preservation
of cxsmmunity identity; repre-
tiealatino and access to gov-
etwaseat.
\Wright next addressed the
municipal representatives,
explaining that while a num-
ber of options were under
consideration. the decision
was made to study three in
detail. and to cost those
options. The options are:
improving the status quo,
when: -in efficiencies _beyond
those. already achieved will
be found within the existing
• municipalities; forming two
municipalities. where
Godench and the Townships
of .Colborne and Guderich
will make the Central Huron
West Municipality. and the
Towns of Clinton .and
Seaforth will come together
with the Townships of Hullett
and McKillop for Central
Huron cast: and forming a
single municipality from the
seven existing.
The report stated: "Each of
these options has been costed
and compared to the project-
ed local tax - i.e. the taxes
that local municipalities will
have to pay once provincial
grants are eliminated and the
costs of policing are added in
for the townships." Later. it is
also noted in the report that it
has been estimated that polic-
ing for the townships will
cost $250 per household.
Giving an overview of the
options. Wright noted that
under the status quo option.
pteritielhttavings were idienti-
lied in the arae of toad main-
tenance and •repair, ,ruure-
,ation, inspection and-entorce-
ment, council, and waste
management. "A -range • of
approximately $22'5,000 to
$250,000 in savings (relative
Oo today's net costs) could be
achieved through further ser-
vice -sharing arrangements,
an increase in rtcoverioa;, anti
some minor streamlining,"
diertport mads.
',Fortthe.two municipalities
option, it was noted that
potential savings might be
found in the area of general
government administration.
raid maintenance and repair,
recreation, council, inspec-
tion and enforcement, and
waste management. "Savings
ranging between 5820.000.
and $1,040,000 (relative to
today's net costs) could be
achieved through the consoli-
dation and downsizing of
councils and administration.
further service -sharing
arrangements, an increase in
recoveries and some addi-
tional streamlining." the
report states.
General government
administration. road mainte-
nance and repair. recreation,
council. inspection and
enforcement and waste man-
agement were also the areas
where potential savings were
found for the single munici-
pality option. Savings under
this option might range from
$1 million to $1.3 million.
The report also lists advan-
tages and disadvantages for
each option.. and Wright
noted that u will be important
to seek input tram the public
at upcoming meetings regard-
ing the options. and to see
whether more advantages and
disadvantages might be
found. "The key objective is
to flushouttthislliat."
Comparing Herres now ,10
the projected local tax,
Zangari said, "The largest
increases are ill at the town-
ship level" asitia tax increas-
es for the tolwn n:fleet just the
reduced or tdliminated gov-
ernment grants, while the
townships will aMo have 10
face increased Nike -eats.
Based on.a propmty exaoas-
ment of$181),000, the figures
show that compared to -taxes
now, the projected locaLtaxes
for Clinton would increase by'
35 per cent, from $793 :to
$1.072. For the other munici-
palities,. the incrnaaes are as
follows: Seaforth, 34 per
cent, from $855 to 11.142;
Godcrich, 19 per taunt, from
$604 to $718; McKillop, 83
per cent, from $365 to $669;
,Colborne„ 115 par cent, from
$268 to 5574; Hallett, 149
,par cent, from $.254 to $632;
and Guderich Township, 140
per cent, from $171 to $409.
.Under improved status quo,
taxes in Clinton would drop
from a projected tax of
$1,072 to $1,042, a reduction
of three per cent. Reductions
are equally small across the
board, as compared to the
projected local tax, there
would be a range of one to
three per cern in reductions.
Commenting un the figures
for improved status quo,
compared to the projected
local tax, Zangari stated. "As
