Public speaking held at Legion

Last Sunday the public
speaking contest was held
with pupils from local
schools taking part. The top-
ics ranged from family holi-
days to the Holocaust.
Winners were as follows:

kids also worked hard to

bags and on Friday they
enjoyed receiving and read-
ing their mail.

as "housekeeping," "none of
them burning issues,"
"snags," and "text changes."
Sounds quite innocuous,
doesn't it?
There is an existing, long
used mechanism in the cur-
rent Zoning By-law that can
be fairly and legally used to
address such "snags."
Before I elaborate, it is
important to state that the
proposed Official Plan
Amendment and Zoning By
law amendment related to the
"Post Office" property are
logical and have my full sup-
port.
Section 3.8 has touched
many of the property owners
of Seaforth. When the owner
of a specific property seeks
relief from some particular
requirement of the Zoning
By-law, that owner applies
for a Minor Variance. Said
owner is obligated to provide
all of the information set out
in Section 3.8 and the neigh-
bouring property owners arc
sent copies of the documents
detailing the exact variance
requested. Public input is
fairly sought.
The proposed amendment
for Section 3.8 replaces
"shall be accompanied by a
plan" with "may be required
to be accompanied by a
plan." This "may be" will be
part of the Zoning By-law.
Section 3.8 will be effective-
ly waived when no plan is
required. No criteria is given
for discriminating between
those developers who will
meet the plan requirement
and those who won't. We
don't know for which proper-
ties crucial information will
be permitted to be withheld
from the public.
This letter docs not express
all of my concerns about the
proposed Zoning By-law
Amendments. In any case, it
is doubtful that one individ-
ual can analyze the over-
whelming group of "general"
amendments with which we
are confronted. You may
want to stop off at the 'Ibwn
office and get a copy of the
Draft of the Amendments.
Don't forget, if you don't
Intervene now, you lose
your right to do so.

and to the Council's Planning

DOG OWNERS
1997 Dog Tags are now available for sale at
the Municipal Office. By-law 1993-1 of the
Corporation requires that an owner of dog(s)
shall annually on or before the 31st day of
March in each year cause such dog(s) to be
registered.
Fees:
a) For each neutered male or spayed female dog $ 10.00
b) For each additional neutered male
or spayed female dog $ 15.00
c) For each male or female dog, if only one is kept $20.00
d) For each additional male or female dog $30.00
e) The owner of a kennel of pure-bred dogs, registered In the
registry of the Canadian or any other recognized Kennel Club
shall, before any kennel license le Issued each and every
year:
1. Produce a Certificate of Registration
11. Pay an annual fee of $30.00
Upon registration and before a licence tag Is Issued, the owner
of a spayed female dog or neutered male dog, shall produce e

Congratulations to Kelsey
Bennewies who won the
speech competition for
Walton. Her speech was
called, "My Cat Fluffy" and
she goes to Seaforth to the
Legion for the competition
there. Congratulations to
Katie Williamson who won
the story telling suction in the
Walton School. Her story was
about her cat, "Goldie". She
also travels to Seaforth for
the competition Sunday.
The school enjoyed an
afternoon of skating at the
Seaforth arena on Friday.
On Feb. 13 there were 11
tables of euchre played. First
prize went to Mr. and Mrs.
Frank Bair. Chris Lee and
JoAnn McDonald took sec-
ond prize and Gloria and
George Love won third prize.
Lone hands men was won by
Watt Reid and the woman's
lone went to Margaret
Anderson.
The 50/50 winner was Jack
Muir. The next game will be
