TOO MUCH PAST In his preamble, Justice Watt comments that 1992 CAHA (Now CHA) observa- tions remain true: "1t is true the amateur hock- ey agenda in Ontario is not being fully realized in some important respects. Serious deficiencies abound in the area of trust, communication and cooperation. In spite of the vast amount of attention, resources and volunteer ener- gy devoted to the situation, the engine of progress and change seems to continue to sputter." "It is with profound regret that I feel impelled to record the same conclusions more than four years later," Justice Watt's recent report states: "There remains too much of the past. There is little of the present, certainly even less of the future. "It is a deja-vu that never seems to end. No one seems willing, if able, to get over and on with it," the report continues.
