The group has been meeting on a monthly basis and a Request for Proposals was circulated to several consult- ing firms in November. Ten proposals were received with tour firms short-listed for the meeting last Wednesday. Following the presentations, the committee voted to approach the Randolph Group to negotiate a contract and the fact finding will begin in early February. The commit- tee also appointed an execu- tive committee consisting of chair Alison Lobb of Goderich Township, secretary Marie Jefferson, Clerk - Treasurer of the Town of Clinton, Ron McKay from the town of Clinton and Bob Szusz from Hullctt Township. In the Request for Proposals, the objectives of the study were outlined as: 1. To examine the possibili- ties which may exist to achieve cost -savings to the ratepayers of the municipali- ties. 2. To review each municipal service within the identified community of interest and consider if and how they can be integrated and consolidat- ed for the purposes of restruc- turing. Consideration shall be given to area rating some ser- vices. Consideration may also be given to the impact restructuring will have on various provincial grants and provincial financial policies; for example, policing, educa- tion, and social services. 3. To review the functions of all existing boards, com- missions and committees and determine which boards, commissions and committees need to be eliminated or cre- ated, and establish their resperosihiljties. 4 To provide individual reports to each participating municipality with an internal audit of its assets, liabilities, human resources and poten- tial future liabilities. These reports will include specific recommendations concerning the operation and administra- tion of the municipality and possible savings and approaches in relationships to other political jurisdictions. 5. To establish a work plan and communication plan to inform their ratepayers of the rca.;ons for proceeding with discussions, the mandate of the committee, and progress of the committee throughout the process. 6. To facilitate public meet- ings in each of the municipal- ities to ensure the ratepayers have an opportunity for input. A key concern expressed by all committee members was that the public be kept current with their activities and the options under discussion. Public participation and sup- port is important. Committee meetings are open to the pub- lic and media, as visitors. Delegations from the public who wish to provide input, comment and questions should arrange with the chair Alison Lobb (482-7167) or secretary Marie Jefferson (482-3997) in advance and they will be allotted time on the agenda. 'Timelines proposed include having information reports presented to the committee. and to individual councils late this spring, with summary reports prepared for presenta- tion to the ratepayers in early summer. Public meetings in the municipalities are planned during the summer months and, following incorporation of the information gathered during these meetings, final reports will be ready for council consideration in the early fall. It is hoped that rec- ommendations will he approved by the individual councils prior to the November elections. The interest and input of ratepayers is welcomed, and it is hoped every effort to fol- low the progress of this com- mittee will be made. Every effort will be made to keep the public informed.
