Slow down restructuring process
Dear Editor: The following
letter was recently sent by the
Town of Seaforth to Ontario
Premier Mike Harris.
Dear Premier:
I am writing at the direction
of Seaforth Council to indi-
cate our concern with respect
to the number of responsibili-
ties that arc being considered
for downloading on local
municipalities, the latest con-
sideration hcing municipal
funding of long term care
facilities. In our opinion, any
move to shift health care
costs to municipalities will
make the health care system
more complicated than it
already is and will have a
negative impact on services
for the elderly.
On a more global VR W of
the Cromhie Commission, I
would ask you to stop for a
minute and consider the utter
confusion in the municipal
area that is being created by
the daily press releases of thc
Cromhie Commission.
Consider this:
Municipalities all over
Ontario are "running around
like scared rabbits" trying to
come up with a restructur-
ing/amalgamation plan in a
time frame that is far too
short, and all this without the
benefit of knowing what the
Cromhie Commission and
your government has in store
for us by way of reduced
transfer payments, and
increased respomsihilitics.
How unfortunate it will he
for those municipalities that
restructure/amalgamate, only
to find out that their efforts
did not go far enough to off:
set the impact of the Cromhie
Commission recommenda-
tions that are adopted. What
will they do then, raise taxes?
On behalf of Seaforth
Council, 1 am asking you to
slow the process down to the
point that will permit munici-
palities the opportunity to
restructure/amalgamate based
on the knowledge of the full
impact that provincial initia-
tives have on them.
Finally, we would ask that
there he full public consulta-
tion of the issues, such as
trading responsibility of edu-
cation for responsihility of
long term care, so that the
