The committee was satis- fied with the level of recy- cling, but felt more had to be done to prolong the life of the Walton site. User -pay sys- tems in other municipalities have drastically reduced the sotume of waste landfilled. With a protected landfill capa.it. to around the year 2003 and the fact that Huron Counts many not proceed with a county landfill site, the committee decided that a -user-pay system was needed to reduce the amount of waste being landfilled. Reduced provincial trans= fers is another reason for the new system. Municipalities are being forced to look at alternative methods of opera- tion, and a user -pay waste management is one method that a number of municipali- ties are looking at. Those who produce more will pay more, those who produce less will pay less and the waste management function will be a smaller percentage of the overall municipal budget. The committee also believes that the co -collection service will 6e appreciated , for its convenience, especial- ly by those residents in the north end of Grey or the south end of McKillop who are faced with at least a 20 minute drive one-way to the landfill site. The one-stop co -collection pickup by Bluewater will be much more environmentally friendly than the individual vehicles driving back and forth to the landfill site. The reduced traffic to the landfill site will also allow the com- mittee to better manage and control operation. The committee has also looked at the number of days the landfill site is open as a means of reducing costs. For the balance of 1996, the land- fill site will be open every Saturday in October and first and third Saturday during November and December. In 1997 the landfill site will be open on the Saturday imme- diately following the co -col- lection by the Bluewater Recycling Association. For example, the first co -collec- tion in 1997 will be Fri., Jan tory 3, therefore the land - CONTINUED on page 15 TIM Ifi1111011 EXPOSITOR, Ooteloor 16, 11111111-11 3t.
