People don't care about political restructuring Thc majority of Huron County's 60,000 people "know very little and care even Tess" about political restructuring and possible amalgamations, according to director of planning Gary Davidson, who spoke at Seaforth Council's Oct. 8 session. He was asked for his perspective on all the current buzz about restructuring, by town clerk/ administrator Jim Crocker. "They don't care what color the plow coming down the road is as long as there is a plow coming down the road," the Huron County director of planning observed. Davidson said the next round of downsizing cuts by Ontario's government might prove more severe for arca municipalities. "It's. only a matter of time before services are affected, you can .only 'rob Peter to pay Paul' for so long," he said. Davidson said just about every municipality in Huron is talking with someone in regards to restructuring. some more seriously than others, and population units of roughly 10.000 seem to he emerging. considered ideal in Beginning in 1997 New user -pay garbage system coming to McKillop, Grey A new "user -pay, waste management system will he implemented in ;s1cKillop and Grey Townships. effec- tive the start of next year, based on recommendations of the Walton Landfill Committee. Next Jan. 3. the Blucwater' Recycling Association will commence co -collection of waste materials and recy- clahles. Waste materials must he in standard size garbage hags or cans and will require a $2 hag tag. Thc waste materials collected will he deposited at the Walton Landfill Site. and the recy- clahles will he taken to Huron Park for processing. As well. fees will apply to all waste materials that are brought into the landfill site. Examples of the more com- mon Ices are: barrels in hack of trucks ($3), car trunks ($6) and pickup trucks or small trailers ($20). As well, any refrigeration units, not tagged "freon-free" will require a fee of $20. The two most important reasons thc committee decid- ed to implement the new sys- tem were the need to reduce the amount of waste being landfilled and, with reduced provincial transfers, thc ('ONTINl1ED on page 9 some amalgamation thinking. Municipalities that haven't taken a serious initiative might he left in thc middle by default, and fitted into units of roughly the same propor- tion - for instance Seaforth, Clinton, and the Townships of Tuckersmith, McK1Ilop and Hullett, he felt. The biggest potential sav-' ings where amalgamation talk is in fuller swing seems to he in payroll and realign- ing staff, Huron County's ,planner said, and this is very similar to within the private sectpr, when the same process s takes place, for instance when GM or Bell -restructure. Davidson and council were discussing whether to contin- ue a strategic planning process that has been ongo- ing in Seaforth by developing a questionnaire "that will fouls on the issues and ser- vices that are. important to Scaforth residents as we move towards possible dis- cussions with our neighbour- ing municipalities." • He said such a question- naire might he distrth.uted through the newspaper and 'might ask the public such questions as it feels council and town staff are doing, what services taxpayers deem most important. the public's priorities and Scaforth's future. "It might he one way of involving the publik in dis- cussions and finding out what is important and what isn't." Clerk Crocker commented.
