SEAFORTH PHOTO BY DAVID SCOTT LAKE SILVER CREEK - By 6:30 p.m. on Sunday, this is what Silver Creek at Lions Park looked like after the non-stop rainfall. Reports from London say 50 millimetres of rain fell (or two inches) on Sunday. It might have been higher locally. Whatever the exact figure, it was enough to cause creeks and rivers to swell and create pools and ponds in fields. • PHOTO BY MEUSSA TROTTER HOTDOG FUNDRAISER - Member of the First Presbyterian Youth Group barbecued hotdogs on Main Street, Seaforth Saturday to raise money to help restock the shelves of the Seaforth Food Bank. "We don't know what he has planned," stated HCBE Chair Roxanne Brown. "It doesn't sound like there would he elected officials. No one would he answerable to the people." said Mike Miller, chair of the Huron -Perth Roman Catholic Separate School Board. He added that it is difficult to know where Snohclen is heading with this because so few details• have been released. While this proposal would mean "tremendous changes" for the hoards. Carroll said he felt that little changes would occur in the classrooms. "Clinton Public School will still function as it has. In terms of the 'schools' them- selves, not a lot is going to change." Brown, felt that if local schools were run by individ- ual municipalities, there would be a lot of "inequities across the system." While the Huron board presently works to keep its students "on the same level", Brown said she felt that "poor" communities might not be able to provide for their students like larger, assessment rich municipali- ties. "I don't think this man (Snobclen) has fully thought through what he was think- ing," she stated. Carroll said that the govern- ment feels that board admin- istrations and trustees arc "sucking" dollars out of the system that could be Netter spent in the classroom. "We would have to increase our administration to get it up to Mid -Huron Landfill the provincial average," he said. "We have bare bones administration at this point,", said Brown. "I don't see how we could cut anymore." She added that Huron trustee, remuneration is already "one of the lowest" and that the trustees are "intending to look at reducing its numbers." "The three local school boards have been cost-effec- tive. We've dine everything to reduce costs. It seems'they don't want to deal with us at all," said Miller, referring to the separate hoard, thc Perth County Board of. Education and the HCBE. "The important thing is to get this done," said Carroll. "If they get this done we can get hack on focus of what we arc really here to do; teaching kids. We can live with what- ever happens but let's get it done." With files from Michele Greene. County won't own landfills BY DAVID SCOTT Expositor Editor The county has no intention of taking ownership of exist- ing landfills in Huron as part of its waste management master plan. Mid -Huron Landfill Site (MHLS) board chair Laurie Cox of Goderich Township reviewed the Huron County waste management commit- tee's latest plan, yet to be pre- sented to county courfcil, at thc hoard's September 19 meeting. There was specula- tion recently that thc county might take control over waste management in all of Huron including the operations of existing landfills. "It (the proposed plan) allows the Mid -Huron board to retain ownership of the landfill," said Cox. Part of plan has the county divided into north and south. Members of the MHLS are considered in the southern portion. Cox says the plan hinges on Morris and Exeter, "if they go for it." Morris has the most room left in its landfill in the north. "It will take 13.8 years to fill our's up. Or longer if Frank (Postill) continues to be efficient. When we're full, we have the option of going to Exeter," said the Mid - Huron chair. The estimated life expectancy of existing land- fills in north Huron is 32 years and the south, 21 years, according to waste manage- ment reports. "The county has no inten- tion of taking over the opera- tion. They'd only act as a facilitator. Then we don't have to go to thc province to have the certificate of approval amended to take in another municipality," said Cox. Exeter and Morris, howev- er, have the right to refuse the agreement to accept garbage from other municipalities. At this stage it's just a recom- mendation to county council, said the landfill chair and the Exeter and Morris councils would have to dcal with the proposal. "They (Exeter and Moms landfills) could he big cash CONTINUED on page 18 more susceptible to this dead- ly virus. The free rabies vaccination clinic will be held on Wednesday, October 2, from 1 to 5 p.m. and on Saturday, October 5, from 8 a.m. to 12 noon at the Seaforth Veterinary Clinic.
