OPP talks
about
street dance
problems
At its Sept. 3 meeting, Sgt.
Frank Young of the Goderich
detachment of the OPP
advised Seaforth Council it
might be prudent to consider
changing aspects of
Seaforth's "Moonlight
Madness" downtown, pro-
moted by the BIA and mer-
chants, in Tight of problems
that arose this summer.
"In order to have this as a
licensed event, the manager
of the hotel (Commercial)
utilizes the liquor license he
holds for the hotels and
switches it to the outdoor
location," Sgt. Young wrote.
"I can assure you, having
been one of three paid offi-
cers hired for the event,
approximately 1000 people
were in attendance...There
were several minor fights that
broke out during the event
and the crowd which eventu-
ally dispersed some time
after 2 a.m. gathered in the
downtown core.
"Problems then occurred on
the Main Street which were
only brought under control
by calling in additional offi-
cers from outlying areas at
the town's expense.
"This event was put on by
private enterprise with the
proceeds going into their
pocket but the liability,
should anything occur," his
correspb Hence added,
"would t; ll1 partially rest
with thc Town who allows
sjch events to take place."

Cara Spittal, student trustee; Darcy Bachert, minister of finance; Christa Bennett, minister

Council wants ABCA. zero increase
Seaforth Council did not
appreciate being asked on
short notice to comment on
next year's proposed budget
of the Ausahle Bayfield
Conservation Authority
(ABCA), calling for a 14.8
per cent increase in its gener-
al levy.
The proposal was only
received last Monday, the day
before last week's regular
meeting of council, and the
conservation authority want-
ed comments on the detailed
22 -page document by today
(Sept. 18) so they could he
considered for thc conserva-
tion authority's regularly
scheduled meeting tomorrow.
"Digesting it is next to
impossible,"said Deputy -
Reeve Bill Teall. He said the
document looked impressive
but wasn't detailed enough,
Scaforth's share wasn't stated
and 1996 figures weren't
given for comparison.
ABCA's overall proposed
general levy for 1997 is
$395,335. This year's levy
was $344,075.
"If we brought a budget to
the people like this we would
he shot in our seats right
here" exclaimed Reeve Bill
Bennett. "We had to bite the
bullet. No more than '96:
Period'."
Coun. Michael Hak agreed.
He said ABCA appears to
think municipalities will pick
up its budgetary slack caused
by Ontario government cut-
backs.
`We're cutting back and
keeping things reasonable. I
