Landfill rejects leachate odour study CONTINUED from page 1 the county landfill committee .discusses the county situation in August. There was discus sion among hoard members whether to formally oppose the county's option of assum- ing control of all landfills in Huron. • "I don't know why any municipalities involved with, this landfill would he in agreementwith what Che county wants to do. Unless they were going to pay $100 million per municipality, said Ron McKay of Clinton. Cox said none of the pro- posals for a county controlled site have a tipping fee as low as MHLS now operates with, which is $35 per tonne. "They're looking' at $50-55 to start. That's pretty hard to. swallow," said Cox. after the MHL pard has worked to he cf t lent and kept tipping fees low.' . "I'm concerned about the _. aunty working two to- three years on a (landfill) process and then wanting to do this in two to three months," said McCabe. • At last Thursday's meeting a memorandum on possible county jurisdiction over waste management from Craig Metzger, Waste Management Master Plan (WMMP) Project Co-ordina- tor for Huron County, was discussed. It states that there arc provi- sions in thc Municipal Act to allow the county to assume all waste management pow- ers and avoid a hearing under the Environment Act or Environmental Protection. Act. A 'compensation pack- age for municipalities presently operating landfills is an option. Another memorandum from Metzger. reviewed by the landfill board, invited all clerk -treasurers of Huron Countymunicipalities to a meeting for the completion of the WMMP. "The optimization/waste export alternative involves optimizing the existing land- fill sites within the county to significantly increase their operational life while also utilizing thc export of waste beyond, the county bound- aries in order to meet the County's requirements for the• next 40 years," stated Metzger's letter. , However, thc county is in a hurry to.complete its master plan. "The schedule approved by county council will see the 'draft plan being considered by council in early fall'of this year," stated the memo. The MHLS board passed a motion expressing its opposi- tion toconverting the landfill to a county site.' NO ODOUR STUDY ,The MI -ILS board iejected'a $10,000 proposal -from con- r suiting engineers Conestoga - Rovers to investigate the cause and possible prevention of the strong leachate odour which was present earlier year. The odour at the leachate- holding facility at Parsons Court in Goderich seeped into the sewer lines of nearby buildings which led to complaints from neighbours. However, Duane Forth,of the Goderich Pollution Control Plant, who was at the board's June 20 meeting. said there hasn't been a complaint about the odour for six to seven weeks. A `P'- trap has since'been installed, at the MHLS hoard's expense, at the Knights of Columbus Hall to prevent further seepage of fumes. "If we're not getting com- plaints maybe we can pro- crastinate," said one, board member, as a less expensive option. "1f you don't think we should go with $10.000, ask for a solution at a lesser cost. I don't think doing nothing is the solution," said •Ken Huntcr, of Goderich.
