Separate board reduces
computer budget by $100,000
CONTINUED from page 3
To reduce that amount,
trustees chose to debenture
payments for St. Anne's over
five years. This move saves
the board $1.8 million in this,
year. The board also saved
$159,000 in transportation
costs by increasing the dis-
tances students must walk to
school. Students who live in -
a community with a separate
school will walk three-quar-
ters of a 'mile to school
instead half a mile.

Murray said he was pleased
the board didn't eliminate
urban transportation all
together. Savings are being
realized by sharing bussing
with the Perth County Board
of Education and the Huron
County Board of Education.
"We share 75 per cent of
our transportation in Huron
County and 35 per cent in
Perth," said Trustee Marcy.
The board also saved
$ 100,000 by reducing its
computer budget. Now, it
will take seven years to com-
plete the computer upgrade
plan, which was originally
intended to take five years.
"Taxpayers never react
well to a tax increase. What
we're facing is basic down-
loading. We couldn't ask
people for 14.63 per cent if
we maintained the status
quo," said Trustee Marcy.
Dr. Brown said the
cuts the board made to reduce
the increase are not in the
classroom. There will he no
teacher Layoffs although
about 87 per cent of the
board's budget is committed
to benefits and salaries.
"We must ensure children
get the best education we can
give them. The tax increase is
a sacrifice we should be will-
ing to make to ensure the
children get an education,"

county will gain from the sale.
It's all very secret. The lights
in the council chamber are on,
but the councillors and the
taxpayers are left sitting in the
dark.
At Thursday's meeting of
County Council, however, two
councillors stood up to say the
county should be more open
with its decisions and more
accountable to the public.
Coun. Tom Cunningham,
from Hullett Twp. said the fre-
quency of closed sessions is
hurting the image of the coun-
cil and should be addressed.
Cunningham said, he real-
izes certain things like the
competitive sale of property
and some personnel matters
have to be discussed in closed
sessions, but despite the fact
legislation is quite specific
regarding what things should
be discussed in the public eye,
he felt the county government
needs to take a look at how it
informs the public about the
decisions it makes.
"The public are getting the
perception that we are work-
ing behind closed doors," said
Cunningham.
Under the current system ,
Cunningham said county deci-
sions stay hidden for so" long
-that by the time decisions are
made public, the issues are
long forgotten.
Warden Bill Clifford told
Coun. Cunningham- that his
request for a review of the
closed session policy would
certainly be taken under
advisement. -
"I know in this particular
situation it (the sale of the
library headquarters) seems to
be dragging on," said Clifford,
"but it is an on-goingone and
certainly, when it is finalized,
it,will be shown by. motion,"
Coun. Bill Mickle of Exeter,
backed Cunningham by ask-
ing, "Is there really a necessi-
ty for all these 'in camera'
meetings," said Mickle.
Mickle said he is particular-
ly concerned by the fact
Clifford, who owns a local
real estate company, is taking
directive action in the disposal
of the library property.
"I hope you are not putting
yourself into a conflict in this
particular situation, knowing
your background," said
Mickle.

from front yard

Huron County reports a 60 to
70 Ib. statue/fountain was
stolen from the front yard of
a residence on Colina Street
in Bayfield on April 2.
It is made of dark green
stone and -depicts a mother
holding an infant, with- anoth-
er child standing at the side.
In another crime, at the
-Epps factory on Highway 4
east of Clinton on April 11,
police say thieves stole two
Epps electric pressure wash-
ers (model 210D) with 1 1/2
horsepower motors (serial #
960432 and 960433). Also-
stolen was an Empac 386
computer with -Daytec model
DT -14V monitor.

about these or any other

the leadership of the Ontario
Liberal Party.
Murray Elston, 46, retired
as MPP for Bruce in 1994.
He lost by nine votes on the
final ballot to Lyn McLeod at
the provincial Liberals' last
leadership convention in
1992.
McLeod announced she is
stepping down late last year.
No new leadership candidates
have officially yet declared.
Elston is a former chairman
of the management hoard of
cabinet and a former health
minister for Ontario. He
spent 13 years in provincial
politics.
If he decides to run. he has
to find a seat.
He says he's "fairly certain"
MPPs Barb Fisher (Bruce),
Bill Murdoch (Grey -Owen
Sound) and Helen Johns
