It hopes taxpayers can now make do without a few civic frills this year, such as run- ning a $9,000 deficit in the summer fun program, paying volunteers and get by without some "traditional" services like streetside branch and twig collection, which all have been eliminated. Some user fees, for instance for ball diamonds and recre- ational registrations, have also gone up. The town also pared capi- tal expenditures to keep costs in line, for instance by bud- geting five years work over six in Seaforth, which saves an estimated 10 per cent or $15,000 in capital road expenses. WHERE C4TH $ GO? Capital expenditures have been set at $327,930 this year, well down from last year's final figure of $663,409 reflecting costs of upgrading Seaforth's heritage library. A sum of $131,730 goes into the town's capital fund in this budget, whereas the the same figure was $215,765 in 1995. Last year $67,700 went to reserve funds, compared to the $28,000 in the budget for 1996. General government at $430,255 ($539,230 in 1995), police services budgeted for $407,080 (down from last year's "actual" of $407,597), sanitary storm sewer and waste disposal, lumped as environmental services for $360,970 (up from $359,794) and transportation services for $284,061 ($273,991- in 1995) eat up the biggest chunks of Seaforth's slightly more than $2 -million in fore- cast spending this year. Tuckcrsmith Council approved the proposed 1996 operational budget for the Clinton Firc Arca Board at its April 2 meeting. They approved the capital budget for building improvements only. The township is forwarding a letter to all participating municipalities in the board's arca advising them that the Scaforth Fire Department purchased a fire truck two years ago at an approximate cost of $180,000 suitable for their department and that a similar limit should be estab- lished for the purchase of the new vehicle for the Clinton department. Tuckcrsmith Council approved the proposed 1996 budget for the Tuckcrsmith Day Care Centre, at, its April 2 meeting. Fifteen building perntiits were issued for the Township of Tuckcrsmith for March 1996 by building inspector Al Nigh. Permits were for renovations, additions, hous- es, sheds, garages, barns and a greenhouse. Council has budgeted Tess for its own pockets this year, remuneration of $17,500 compared to a 1995 actual of $20,310. Salaries and wages under general government are bud- geted for $128,105 in 1996, up from a 1995 actual of $108,369. Part-time wages are expected to be lower at $9,995, compaied to last year's $14,515. Huron County's commer- cial mill rate for 1996 was recently set at 2.653. The county residential rate is now 2.255. Ratepayers won't be able to tally this year's total local tax payable until local public and separate school hoard's announce their final mill rates. The town collects these taxes for the county and hoards of education, but has no say in their calculation. toCa1S not, brig on Shaw's county report Seaforth Mayor Irwin Johnston says most area municipalities appear to pre- fer the existing two-tier sys- tem of government in Huron, with municipal and coulnty. He was commenting to council after attending a county -wide 26 municipality strategic planning day near the end of March in Clinton. The mayor said amalgama- tion was on many minds. and most local politicians he talked to weren't big on the widely -published and much- discussed Proposal For The Restructuring of Huron County, recently floated by former Exeter Mayor Bruce Shaw. Shaw's extensive and well - presented restructuring argu- ment, attacks the existing two-tier system as a "collec- tive waste" and "no longer viable" in today's climate of downsizing The present system is rife with "duplication of service" and "gross inefficiency as Shaw describes it, with close to 150 politicians now in municipal and county gov- ernments in Huron. "That last observation should be enough to spark a revolution," Shaw stairs.' Mayor Johnston's report was noted and filed by Seaforth Council.
