As for the cause of the high
toxic levels Hunter says he
doesn't know whether there's
a change in the .Icachatc or
it's because they're hauling
more. •
-Hunter has suggested to the
owners of huildings where
fumes were present to Till. the
sewer traps up with water. In
one huilding linoleum cov-
ered the floor drains which
were dry. They're since been
opened and tilled with water.
Hunter explained in -an
interview how the toxic
fumes travelled to neighbour-
ing huildings:
• "It .goes -from the main
sewer up the little sewer
pipes to the.huildings. It runs
uphill and perhaps some of
the fumes might he lighter
than air. It runs up these
pipes and get inside the pipes
in the huildings. As- long as
all the traps are full (of
water) there's no way the
fumes can get from the sewer
into the huilding. But obvi-
ously some of the traps were
empty. They're floor traps.
they never get any water put
in them."
In a separate matter, the
MHLS received complaints
from the leachate hauler that
it takes too long to empty the
load at the leachate transfer
facility.
"The (four -inch) pipe into
the facility is not large
enough to allow the load to
he unloaded as quickly as the
truck is capable of unloading
it." stated Hunter's report.
The hoard passed a motion
to have Conestoga Rovers
investigate further into the

The MHLS hoard passed a
motion giving Office
Manager Ben Munnings
more guidelines when talking
to clients who were in arrears
with the landfill over 60
days.
The motion gives
Munnings authority to talk to
clients to make arrangements
for payment and if he's not
able to attain payment. then
to take away the client's cred-
it rating with the landfill.• -
Landfill Levels Up
The MHLS hoard reviewed
year-to-date reports which
shows the landfill is up 200
tonnes from last year.
Of the eight member
municipalities, - only
Tuckcrsmith numbers were
down.
Board chair Laurie Cox
said a-$35 per tonne tipping
fee for the landfill is "reason-
able."
Lucknow is the only mem-
ber municipality without- a
user pay system.
' Acting secretary Ken
Hunter said construction jobs
in municipalities greatly
affect the amount of waste
generated. He said one
in 1,200 tonnes in a year,
one-fifth of the "I'own of
Goderich's 6.000 tonnes
taken to the landfill site in
Holmesvillc.
Strike Affects Landfill
The MHLS hoard has
learned from its engineering
consultants, Conestoga -
Rovers from Waterloo, that
the labour dispute between
the Ontario government and
the puhlic service union
(OPSEU) has caused the
Ministry of Environment and
'Energy (MOEE) laboratory
to cease receiving and ana-
lyzing water samples.
Ground and surface water
samples for the Mid -Huron
site are analyzed by the
MOEE lab. The landfill's cer-
tificate of approval requires
ground and surface water
Monitoring to -he conducted
in March or April of each
year. Sampling has normally
been conducted in March of
each year, according to
Conestoga -Rovers. .
The engineering firm- has
postponed the March moni-
toring until April. "Should
the labour dispute continue.

Complaints about fake bills
Provincial police at
Goderich are investigating
complaints about fake energy
hills that look much like the
real thing.
The hill from "Ontario
Energy -Electric," which
doesn't exist, has a stylized
electrical plug resembling
Ontario Hydro's emblem, and
is green and orange, similar
to the orange and red colours
of legitimate power compa-
nies.
The fake bills ask for
remittance to. a Toronto post
office hox, and there is. no
telephone number to call if
customers have any ques-
tions. •
