Seaforth Council briefs
Bell switching system upgrade apparently on back burner
1l appears an upgrade for Bell
Canada's telephone switching
systein in this area is on hold,
which does not sit well with
Seaforth Council.
Clerk/Ad% ia istrator Jim
Clocker told last week's
meeting that Bell originally
indicated an upgrade was in
order for 1996. At d meeting
Iasi .month, council directed
• him to see -where it now stands.
_ . The- 'clerk said telephone
conversations he has had with
aBell .vice-president since then
seem -to indicate the
improvements are no longer in
the . works, and Crocker
wondered out loud "when, or
if,it will ever get back in."
The Bell Official estimated an
upgrade wouldcost the com-
pany about $900,000 and they
just don't have the funds.
• A switching upgrade would
• allow Seaforth to be provided
with services, such. as- "call
waiting", which are now stan-
dard el-seri/here and available as
close as Tuckersmith
- Township,
"It's the same story we got
frons the banks when cash
machines came along," Crocker
said.
"But now they arc successful
here."
Deputy -Reeve Bill Teall said
the Bell decision "doesn't seem
equitable."

The town's accumulated net
deficit was 53,031 more than
budgeted for in 1995 according
to the preliminary statement of
revenues and expenditures
presented to Sealiordt Council
Tuesday -by Administrator Jim
Crocker.
The statement is' subject to
further review and the ton's
final audit. It shows actual
expenditures- of .52,480,236 in
1995. The Budgeted figure was
52,475,755.

Seaforth Council has ap-
proved an application by the
Scaforth Volunteer Firefighters
to sell _break -open tickets as a
Broomball roundup
Grads. hand Dumpers second -straight loss
fundraiser at the Commercial
Hotel on Main Street.
The application noted the
non-profit voluntders would use
the 'proceeds to promote its
objectives and benefit the entire
community.

Two boards responded with
mixed reaction to last month's
cost-saving suggestion by
Seaford) Council that their
honorariums be discontinued at
an estimated total savings of.
S2,550. •
Scalerttu's Local Architectural -
Conservation Advisory Coin -
mince agreed "alter con-
siderable discussion" last
month "it would -continue to
function without 'honorariums."
Members felt strongly that their
reasons lir serving on LACAC
were not based on the
honorarium they received,"
minutes note. .
The .Recreation and Parks
Committee wants to cut the
number of times it sleets from
11 a year to quarterly, but
• maintain some kind of
honorarium.
Minutes of hast mouth's roc
board meeting note the mem-
bers felt it "is an important
committee, and not like other
sub -committees • of Coun-
cil...(and) involved with. many
major projects throughout the
year."
The conuniucc telt the annual
honorarium, currently S22.50
per meeting, was an "ince-
ntivc," Recreation Director
Marty Bedard reported to last
week's council meeting.
LACAC minutes note mem-
bers "would like council to
recognize their contributions in
some small manner, since they
give of their own free. time and
serve an itnportant function."
The committee said without
even a "thank -you" to volun-
lecrs of all. such groups, coun-
cil's workload would increase
dramatically or "ser ' •es
provided by volunteer r.
ganizalions would cease
lircly."
LACAC"s Operating budget
this year indicates actual 1995
honorariums of S1,120.

Mean weather threatens deer herd
Repeated snowfalls and
unusually cold temperatures
have depleted the fat reserves
of the deer, "which could result
in high losses without emer-
gency feeding", says the On-
tario Ministry of Natural
Resources.
This wintcr's weather has
been so severe in northern
Ontario an emergency deer
feeding program has been set
up at Sault Ste. Marie, North
Bay, Parry Sound, Bracebridgc

Goderich squash court exceeds budget
The new squash court at the
Goderich high school ended up
S5,338 over budget and the
Huron County Board of
Education has decided not to
cover it.
At its Jan. 15 meeting the
local board of education agreed
the normal practise would be to
pay, but in light of budgct
pressure from the province it
decided to only pay the
originally promisedarnount, up
to S20,000 to support
mechanical and electrical com-
ponents anti related construc-
tion costs.
Which means the high school
and municipality must continue
with fundraising for the
5154,208 community facility.
Sources of funding for the
squash court included S25,000
from the GDCI student capital
fund, S13,00() from the now
defunct Goderich Squash Club,
S10,000 from local service
clubs and S15,0(X) from the
