Brussels wants to join fire dispatch system

Seaforth Community
Hospital's insurance company,
Frank Cowan Insurance, is
requesting further information
on how to adjust the insurance
policy for the growing fire
dispatch system operated from
the hospital.
With Brussels now express-
ing an interest to join the sys-
tem,
that will bring the total of
communities served to eight.
Seaforth, Bayfield, Blyth,
Brucefield, Clinton, Exeter and
Zurich are now members.
There was a suggestion that a
contract or agreement be drawn
up with participating commun-
ities, fire chiefs and the hospi-
tal for the dispatch system.
"This is the first time the
insurance company has encoun-
tered a situation like this. We
need an agreement and then
we'll proceed," said CEO Bill
Thibert at a recent hospital
board meeting.
Finance committee chair
Michael Hak said if the hospi-
tal doesn't have a contract for
the dispatch system in place, it
might be setting themselves up
for a possible liability claim if
for some reason a call didn't
go through.
SHARING LAB SERVICES
For cost -savings purposes,
the Seaforth Community Hos-
pital has expressed an interest
in sharing lab services for
blood work with the Seaforth
Medical Clinic.
"Maybe having one private
lab involved would be the
best," said Thibert.
ANNUAL OHA FEE
Seaforth Community
Hospital's annual fee to the
Ontario Hospital Association
(OHA) will remain at $5,000,
Thibert told the hospital board
recently. Some larger hospitals
are receiving reductions in their
fees.
EFFECTS OF BILL 26
Seaforth Community Hospital
CEO Bill Thibert reviewed a
few amendments to the
province's new Omnibus Bill
in relation to hospitals at a
recent hospital board meeting.
Hospitals that are targeted for
amalgamation will be given a
30 -day notice, he. said. The
Restructuring Commission,
which is examining down-
sizing and amalgamation, will
be limited in power to four
years.
HOME CARE RE -NAMED
The provincial government
has also announced it will
streamline 74 Home Care and
Placement Coordination pro-
grams in Ontario into 43 Com-
munity Care Access Centres
(CCAC's).
"These agencies will have
their own boards," said Thibcrt.
Presently Home Care is regu-
lated by the county's health
committee. He added that the
CCAC Will retain and protect
its volunteer sector.
The new centres will pur-
chase services from existing
community providers.
' "We halted the planning for
,multi -service agencies and
promised to talk -with interested
parties to quickly find an alter-
native," stated Huron MPP
Helen Johns in.a recent press
release. "Rather than creating
more than 100 multi -service
agencies, which- the previous
government proposed, we are
streamlining administrative
structures and ensuring that
there is fair and equal access to
community services across the
province."
Johns also commented on
retaining volunteers for the
new system.
"MSAs would have elimin-
ated choice, favoured organized
labour at the expense of volun-
teers and hurt the quality of
care by driving long-standing
provider organizations out of
business. Our approach will
keep volunteers in the system
and ensures the needs of clients
are emphasized at all times."
CUTS NO'f KNOWN
Seaforth Community Hospital
hasn't yet received an exact
figure for cuts from the prov-
ince but based on information
received from the Ministry of
Health, it is preparing for a
five per c`.ent reduction in
funds.
"We might not know (about_
amounts of cuts) until mid-
February," said Thibcrt.
ACCOUNT T() CLOSE
The Seaforth Community
Hospital will close a bank
account for "emergency funds"
dedicated to paying for emerg-
ency on-call services by local
doctors with the switch to the
Ministry of Health's new $70
per hour emergency on-call
rate for rural doctors.
The Ministry will now make
a monthly deposit, of approxi-
mately $30,000, in an account
that will be accessed by the
doctors, who will use a group
billing number. The hospital
will not receive the funds.
"It yvill be the doctors'
responsibility to do the necess-
ary paper work," hospital
administrator Bill Thibert told
members of the hospital board.
Board member Alf Ross was
concerned with where responsi-
bility would lie if their was a
dispute with a doctor's billing;
"I think it's important to know
where the onus of responsibil-
ity is if something goes
wrong," said Ross.
"The doctors are responsible
for the weekend schedule, all
the money and the billings,"
said Thibert. Any disputes
would be between the ddctors
and OHIP and would not
involve the hospital.
Finance chair Michael Hak
said patients will still have the
same level of service under the
new billing system from the
province.
ACCREDITATION SURVEY
Seaforth Community
Hospital's accreditation survey
was held on Dec. 14 and 15 of
last year and CEO Bill Thibert
is still awaiting the report.
"1 thought it went positively,"
he said.
There was a new approach to
accreditation this year with
hospitals switching to a more
client -centred service. Of eight
small Canadian hospitals
visited by accreditation.. sur-
veyor Dr. Merritt, Seaforth was
the only one that had gone
ahead and started a client -based
approach prior to the accredit- -
ation survey.

The kids , have their -Woven
Valentine envelopes all ready
-to start receiving valentines. On
Friday they worked on "V is
for Valentines" and they had to
come up, with 'V' words. Mrs.
McGavin was quits impressed
with their words: venom, veins,
violets, Venus and violin, to
name a few.
The Kindergarten students
have been busy as well prepar-
ing for this week's fun. With
thcir Grade 4 buddies they
made valentine holders. They
arc also working on `Things I
love' books. In Mrs. Vivian's
Grade 2 class they celebrated
100 Day on Thursday. The kids.
have been in school 100 days
and they brought in various
collections of 100 things such
as; buttons, kidney beans,
clastics, pennies. They also
made, a book about it, 'On 100
Day what did 1 see.' I asked if
there were 100 pages in it and
I think that that was the wrong
question to ask.
The Grade 2 and .3 combined
to make a Friendship Club on
Fridays. They break off into
pairs and teach each other

'Strawberry Jam.' The music
starts at 8:30 and 'ends at

CWL fun night held in Mitchell
A very Happy Birthday goes

celebrated a very special birth-
