Internet access project
approved for Seaforth
Council has been notified
Industry Canada has approved
an Internet community access
project for Seaforth, for com-
puter stations at the local
library and Huron Business
Centre.
"Seaforth will be able to take
advantage of the 'information
highway' and maintain its
status as 'Small Town Canada
at its Best'," according to
correspondence council noted,
then filed.
Seaforth is one of 22 towns
in southwestern Ontario that
will get a share of the $6 -mil-
lion in federal funding. Only
271 communities were chosen
from more than 760 ap-
plications across Canada.
"The project should be run-
ning in a few months and
residents, entrepreneurs and
local organizations will have
affordable access to the Inter-
net," that correspondence con-
tinued.
"The potential . for job
creation and growth through
the information highway is
immense," federal Industry
Minister John Manley said
when making the original an-
nouncement.
"Telecommunications
represents one of Canada's
greatest advantages in the
global, knowledged-based
economy. 1l is crucial that
Canada's small population
centres also have the oppor-
tunity to benefit from this
strategic asset,"
The Clinton area also got
funding for the program.

that publishes community
profiles in both a printed guide
and electronically.
"We might get more niilage
from it than in trade

"Maybe we can set up our
own page even cheaper," added.

The company also claims
North America is moving back
to the country, with economic
implications for rural life.
"The revival of growth in
rural America is one of the

the 1990s," their letter to
Seaforth Council states.

Hibbert receives
conservation award
The Township of Hibbert was one of six conservation
award -recipients last Thursday at the Ausable-Bayfield
Conservation Authority (ABCA) annual meeting.
Reeve Walter McKenzie accepted
the award on behalf of. the town-
ship, which was awarded under the
Environmental Advocacy catego-
ry.
The township is one of ABCA's
founding municipalities. and for 50
years council and its residents have
been supportive Of conservation efforts.
In the past decade alone, Hibbert residents have planted
over 135,(X)) trees, and spent nearly $500,(XX) on projects
to improve surface water quality. Several township
landowners have also been past wintuers of ABCA
Conservation awards.
Other Conservation award winners were Stephen Bright,
Port Franks; Dinney Funeral Home Inc., Exeter; Huron
Fish & Game Club, Clinton; Lions Club of Clinton,
Clinton and Garry Palrnatecr, London..
ABCA asks for same levy
Representatives from the
Ausable Bayfield Conservation
Authority (ABCA) urged
Seaforth Council to maintain
this year's municipal levy at
last • year's level, "in spite of
your own financial challenges".

meeting and said ABCA is in
transition because its annual
grant from the province will be
cut in half this year, with, more
cuts expected further down the
line.
Scott said Maintaining last
year's levy levels would allow
the authority time to -regroup
and provide those services that
its member municipalities will
now have to determine they
need, and should keep. .
Any kind of consensus might
be difficult . to now reach
among all 22 municipalities,
commented Seaforth Ad-
ministrator Jini Crocker, given
the uncertain situation of all
conservation authorities in the
province with Ontario
government cutbacks and the
status of "Omnibus" Bill 26. It
might fundamentally change
the relationship between
municipalities and authorities.
If some tncnihers now decide
to maintain last year's levies
and others do not, the first
group might end up paying the
freight for the others.
Scott said ABCA was taking
the position that last year's
levy levels applied until told.

Ontario has indicated it will
only support the "flood
control" operations of
authorities with grants in 1997,
and the effect of • transfer -
payments will be much greater'
that year, no new capital
projects will be approved and,-
the

program will be terminated at
the start of this April.

representatives arrived Tues-
day, fresh from attending
another meeting at Hullctt,
some Seaforth councillors
commented the area authority
seems to have more employees
than its mandate may require.
Scott said more employees
might have to be laid off after
Thursday's annual meeting at
Exeter. He also said, because
of the transfer -cuts ABCA will
no longer be able to send
representatives to schools and
warn students to stay off ice
.each Spring.
The ABCA representative
also predicted the cost of seed-
lings, for such things as
windbreaks and erosion control,
might now rise significantly for
rural residents buying them off
private nurseries, because
conservation authorities such as
ABCA bought seedlings in
such volume they could get a
discount and pass it on. Tech-
nical support for tree planting
will continue, lie added.
After its annual meeting
Thursday,' ABCA announced
nine positions will • be ter-
minated this year, seven by the
end of March.
Tom Tomes, representing
Grand Bend and Stephen
Township, was acclaimed Chair
for 1996. Murray Keys -of Hay
Township .and Zurich was also
acclaimed vice-chairman.
The coming year could prove
a' watershed for all Ontario
conservation authorities.
Environmentalists , told the
Ontario government in recent
hearings in. Hamilton that its
controversial "Omnibus"- Bill
26 may wipe out all conser-
vation authorities, who arc the
biggest landholders in the
province.
ABCA is Ontario's oldest
conservation authority.
"The authority will meet with
each of the 32 municipal coun-
cils to discuss the conservation
programs they would like the
authority to do.
"We need to get specific on
what services we provide for -
the dollars received," says the
general manager Torn Prout.
