Harris' provincial crusade to
control government spen-
ding has resulted in the
weekly allowance for young
offenders being cut in half.
Two weeks ago young
offenders at the Bluewater
Youth Centre near Goderich
could spend up to $10 a
week for such things as
candy bars and hygiene
products. Now each has $5
to spend.
