Tax reduction possible: Johns
BY MONA IRWIN
Objectors to the contrary,
tax reduction is reasonable
despite the deficit, says PC
candidate Helen Johns.
"It's absolutely mandatory,"
she said. "Over the last four
years, the government has
increased taxes 32 times.
Basically, they've increased
the provincial income tax rate
by 30 per cern. And we're say-
ing that we have to decrease
taxes, because as they've
increased taxes, fewer people
are working.
"We're saying we have to
get more people working. As
you and 1 have more money in
our pocket, we'll go out and
spend it," stores will need to
hire more people to deal with
the additional customers, and
it will "create employment,"
Johns said.
Johns, 42, and her husband,
Larry, have been Exeter resi-
dents for 10 year's. Her hus-
band is fourth-generation
Huron County, and when they
married, she said, they chose
to live in Huron County
because of the quality of life
her. They have two sons.
Johns runs a home-based
financial analyst business. She
has also been the director and
treasurer of the Huron United
Way, she has volunteered to
do English and math tutoring
in her sons' school, and she
has done fund-raising for
Child Find.
She's running for office
because of her concern for
"strong family values," she
says. "I want to change the
things that are important to
me and my family: the deficit,
the amount of money spent in
the classroom [as opposed to
money spent in education
administration], and the gov-
ernment's responsibility to
people."
Her education (she has a
Masters in Business
Administration) and manage-
ment experience are her best
asset as a political representa-
tive, she says.
"I think they make me
understand issues and know
how to deal well with people,
how to get my point across
about what rural Ontario
needs," she said.
In her campaigning, she's
found that the number one
concern among the public is
that government get its house
in order, balance the budget,
reduce spending and "operat-
ing like we would an efficient
business or a household."
And yes, she has found vot-
ers to be more cynical. People
as "a lot of questions about
whether [candidates] are actu-
ally going to implement the
strategy that they're talking
about.
"We find they ask a lot of
questions about representa-
tion. They're more cynical
because of that issue with

'Can you vote outside your
party?' and of course the PC
stand is yes, if it's something
that affects our community
directly, and we feel that our
constituents are against some-
thing that the party may be
trying to pass, we would cer-
tainly try and change the bill
before it got out, and if it
came out and it was really
against what my constituents
wanted, I would vote against
it.”
She addresses the cynicism
by discussing issues such as
representation responsibilities.
"A person has to be con-
cerned about his constituents;
he has to be able to know
grassroots issues and be able
to understand them, so they
can represent the people."
Representation, in fact, is
her biggest promise to voters.
