Kimble Ainslie is President of the Reform Association for Ontario. The provincial party is not affiliated with the federal Reform Party.He says the party has a four -point program of direct citizen votes by elec- tronic means, citizens' initiat- ives, referenda and MPP recall. "Citizens are fed up with a representative system in Ontario which is not represent- ing us," he said. "Politicians are simply not representing the will of the majority." The provincial Reform group has 10 per cent electorate sup- port, according to Ainslie, and hopes to have 20 per cent support by the election date. A balanced budget for the province by 1998 is a major plank in the Reform Ontario platform. Although the Conservatives and Liberals have promised tax cuts the Reform group says taxes can't be reduced right away. "We don't believe tax cuts are proper before you balance the budget," said Ainslie. "You do first things first, first you balance the budget," Tax cuts will be possible when the debt is reduced and that is an incentive for voters, he said. The retail sales tax, for instance, could be reduced from eight per cent to five per cent in 1998 according to Reform's plan. Although Reform Ontario advocates deficit reduction it also advocates more spending on roads and correctional facil- ities. The party advocates lower administration costs in educa- tion. A new approach to education is one part of the Reform plan. Parents will be given a voucher equivalent to the current cost per pupil of education. They will then be able to take their children to the school of the parents' choice, using the voucher. The change, said Ainslie, will help encourage quality education. The federal Reform Party has voted not to become involved with provincial politics. "The federal party has voted to stay federal," explained Ainslie. "We happen to be Reformers in Ontario who wish to go provincial." He said the provincial organ- ization is different from the federal party but has the same philosophy. Ainslie claims the support of Bob Wells, president of the Huron -Bruce Federal Reform Association and Len Lobb, past Huron -Bruce federal Reform candidate. When asked if the provincial Reform organization will split a conservative vote Ainslie says "we acknowledge there might be some splitting going on. Ainslie says, however, that • the Progressive Conservatives have not grown in voter sup- port - When interviewed Ainslie says there were 18 candidates running under the Reform banner but he hopes there will be 30 candidates. As part of the Reform policy. citizens are expected to have a greater role in creating govern- ment policy. The role of MPP's will change to one of 'constituency development activists' and local ombudsmen. "In some ways the MPP's role is enhanced," he said. "Backbenchers will have a greater role in policy." Party discipline will not be part of the political process as it is under the current system. "Your federal member here (Liberal Paul Steckle) would not be tossed off a committee in our system." As part of the Reform plan, MPP's will serve a fixed four- year term. Ainslie says the Reform plan will de-emphasize the role of Cabinet and also lessen the influence of bureaucrats and special interest groups at the beginning of the legislative process. The Reform Association of Ontario was formed in March of 1994. Kim Ainslie became leader of the party in January of this year. Ainslie, 44, is originally from Goderich and currently lives with his wife Robin in London. Educated in political science he has taught business adminis- tration and politics at several universities. He says he feels a wide degree of dissatisfaction among the electorate. "People basically want good financial managers and they want politicians to do what they say they're going to do," he said. "They're also fed up with party discipline and fed up with the party bosses who control things." For the past 10 years Ainslie has owned and directed a pub- lic affairs research firm, called Nordex Research, in London, Ontario.
