total of 105 inspection visits,
94 (or 89.5 per cent) tobacco
retail premises were not in
compliance with the Tobacco
Control Act despite receiving
comprehensive instructions
and signage by mail, accord-
ing to the April 10 Health and
Seniors Committee report to
Huron County Council.
Among the restrictions of
Bill 119 which became law on
November 30, 1994, it is ille-
gal to sell or give tobacco
products to anyone under the
age of 19 and retailers must
post age limits and health
warnings for cigarettes and
check identification at the
point of sale.
The responsibility to ensure
the implementation of Bill 119
was given to Public Health
Units. The Huron County
Board of Health received a
provincial government alloca-
tion of $25,000 to cover antic-
ipated expenses.
Huron County Council
passed two motions to help
with the progress of the imple-
mentation of the Tobacco
Control Act program to date
and in the future.
1) The staff assigned to deal
with the Tobacco Control Act
are authorized to deal with all
aspects of the act within the
budget constraint of $25,000.
2) The staff will continue to.
work using an education focus
but that all premises affected
by the act be included in the
implementation plan and
depending on the rate of vol-
untary compliance obtained
through education, that a fur-
ther report be submitted in
approximately six months out-
lining the need to take addi-
tional treasures to ensure
compliance with the Tobacco
Control Act.
Health committee chair Bill
Clifford of Goderich outlined
the problems the health unit
was facing in the implementa-
tion of the new law.
"Some of the places they
were visiting with the materi-
al, the reception wasn't the
best. 1 think the reason for
that, without taking the second
step were recommending to
take, is there just wasn't any
teeth. They were getting the
attitude, 'So what are you
going to do if I don't do it?'
That isn't fair to our particular
staff. We're hopeful there will
not have to be charges laid.
But now that the process is
there, if there is a difficult sit-
uation, we can deal with it,"
said Clifford.
Economic body including Seaforth makes statement
A new mission statement
was recently developed by the
Central Huron Community
Development Committee
(CHCDC) and endorsed by
Huron County Council.
The CHCDC consists of the
Village of Blyth, Town of
Clinton, Township of Hullett,
Township of McKillop, Town
of Seaforth and Township of

Tuckersmith.
The new mission statement
reads: "The function of the
Central Huron Community
Development Committee is
the self -promotion, assistance
and development of our recre-
ation, business, industry and
tourism. We accomplish this
by marketing our current
information, resources and
potential for the enhancement
of the quality of life in Central
Huron."
"The mission statement will
guide the direction of the com-
mittee and help in the selec-
tion of future projects," stated
the committee report in its
minutes.
County Council endorsed the
new CHCDC mission state-
ment at its April 27 meeting.
