There was a public open house on Wednesday night. The event, organized by a Targe committee of agriculture groups and individuals, drew about 1,500 school children to the event, which was held for its third year at the Seaforth Fairgrounds. Province delays new legislation on municipal conflict The provincial government will delay proclamation of the new Local Government Disclosure of Interest Act, Municipal Affairs Minister Ed Philip said on Thurs- day. The Act, which sets out disclosure of interest rules for municipal coun- cillors and members of most local boards, was to have taken affect April 15. It was criticized in recent editorials in the Huron Expositor and North Huron Citizen. In March, the government appointed a committee including municipal, school board and public utilities representatives to develop guidelines for the Commissioner who will enforce the legislation, and to review proposed regulations to be made under the Act. The committee had a very brief period within which to do its work, and it made some good recommendations. "The Guidelines Committee has impressed on me that there is a level of discomfort by some local government members with their understanding of what will be required by them," said Mr. Philip. "I am convinced that more work needs to be done. Until I am sat- isfied this work is done, the legisla- tion won't be proclaimed." Until the new legislation is pro- claimed, the Municipal Conflict of Interest Act, 1983, will continue to apply.
