New hospital foundation formed

A new foundation to support
Seaforth Community Hospital held
its inaugural meeting on Wednes-
day, March 15.
The meeting was held with its
current Board of Directors: Marlen
Vincent, President; Alf Ross, Vice -
President and Bill Thibert, Secre-
tary -Treasurer.
Chief Executive Officer Bill
Thibert told the hospital's Board of
Directors on March 28 that the
Foundation will offer some protec-
tion from government interference
as the Foundation's funds will be
separate from the hospital.
The Foundation will act as a
fundraising arm of Seaforth Com-
munity Hospital. The new organiz-
ation will be able to concentrate on
fundraising for the hospital, said
Thibert.
"It's not a subcommittee of the
board," he explained. "The hospital
board appoints the members of the
foundation, it has a direct connec-
tion to the board."
The Foundation will make grants
or gifts to the Seaforth Community
Hospital in accordance with Rev-
enue Canada requirements for chari-
table foundations.
"At the present time the hospital
benefits significantly from the
financial support offered by local
residents, community groups and
service clubs and from the dedi-
cated and generous efforts of the
Seaforth Community Hospital Aux-
iliary," announced a press release
issued at the March 28 Board of
Directors meeting. "It is the
Foundation's intent to build upon
these relationships in a complemen-
tary manner."
The new Foundation will empha-
size the purchase of new patient
care equipment. Ministry of Health
funds are primarily expended on
operating costs, according to the
Board's statement.
The Seaforth Community Hospital
Foundation will be a registered
Canadian charity and will issue
donor receipts for income tax pur-
poses. The Foundation is applying
for a charitable number.
Both the hospital and the Founda-
tion will retain charitable numbers.
Donations can be made to either
institution.

A new report on funding for
emergency on-call service in rural
hospitals received some praise at
the Seafodh Community Hospital
Board of Directors.
"Graham Scott did a comprehen-
sive review, he listened attentively
to the physicians," said Bill Thibert,
Chief Executive Officer. "He con-
firmed a rural physician's practice
is different from urban practice."
Physician Mark Woldnik said
there is nothing new about the
topics in Scott's report but he was
glad they were now written down.
"What was nice to see is they
didn't white -wash the issue."
The Scott Report urges the Minis-
try of Health, the Ontario Hospital
Association and the Ontario Medi-
cal Association to work on resolv-
ing the issue of providing emerg-
ency on-call service in rural areas.
The report recommends a $70
hourly rate be paid to some phys-
icians who are on-call for weekend
and overnight shifts and receiving
the fee-for-service.
According to an executive sum-
mary of the report, there is an
emphasis on resolving problems in
northern Ontario.
Scou also says the medical educa-
tion system is not emphasizing rural
medicine enough.
The report says hospitals with less
than five physicians should not
require the operation of a 24-hour
emergency room. There are six
doctors currently at the Seaforth
facility so this recommendation
shouldn't affect Seaforth, said
Thibert.
The report says consolidation
should be considered in some areas.
It mentions Seaforth, Goderich and
Clinton as one of several areas
where there is a 'cluster' of hospi-
tals.
The Chief Executive Officer of
Seaforth Community Hospital,
however, says they are only
examples and may place undue
emphasis on this region.
The emergency deparuttent is one
of the most important connections a
hospital has with the community,
said Thibert.
"Seaforth has 24-hour emergency
service and intends to remain (with
it)."
The District Health Council may
discuss emergency department
services in its planning initiative
with the eight Huron -Perth hospitals
this year.
Seaforth Community Hospital is
currently talking with a prospective
new doctor. The hospital expects to
hear in the next four to six weeks if
the doctor has chosen Seaforth.
Feds announce Canada Day youth award
Initiated on a national level in
1991, the Canada Day Youth
Award is once again a key com-
ponent of this year's Canada
Day program, announced M.P.
for Huron -Bruce, Paul Steckle.
Anyone may wish to nominate
a young person for this award
who exemplifies the qualities of
citizenship that strengthen our
social fabric and enrich our
national life, Steckle stated.
Potential recipients must be 18
years of age or younger and

4-H clubs benefit

not just farmers

In between, he
has never missed a year, his various
4-H involvements might take a
telephone book to list. Some
examples include 4-H life skills
clubs, grain clubs, money
management clubs, the list is
lengthy. The biggest swine club he
was involved with in the mid-1960s
when pork producers were very
active and involved and the club
had 78 members.
He lives on a mixed farming
operation at RR 1 Seaforth, on
Concession 7 of McKillop, as a
fourth generation on property his
great grandfather bought and cut
out of the bush.
Although time consuming, "4-H
Club (head, heart, hands and
health) is a tremendous program for
young people," Dodds says.
He says the local 4-H swine club
had 11 members last year, and will
have an organizational meeting for
1995 early this month. Achievement
day at the fair is the crowning point
of the club's season.
Don likes to stay positive so
doesn't want to dwell on the drift
away from involvement in rural
Ontario he senses.
He notes that former 4-H club
members didn't all grow up to be
farmers. "Rural youth and everyone
can benefit," he says, "School
teachers, accountants and lawyers
have also gone through 4-H."

says. It is the backbone of Ontario.
"So many people in the province
have no idea what agriculture is all
about," he says. `The day that we
forget agriculture is the day we
can't feed ourselves."
