Ashfield delegation likes unanimous front with Council

A delegation from the Ashfield
Landfill Site Committee, headed by
Don Alton, came away from the
March 21 council meeting believing
"council is supportive of our cause.
It was nice to see a unanimous
front (from council). It will be
beneficial to our cause," says Alton.
The deputation appeared before
council, requesting a recorded vote
on a written presentation of four
questions regarding the proposed
landfill site for Huron County in
Ashfield Township.
Reeve Allan Gibson, on the
advice of the township solicitor,
declared a conflict of interest, and
vacated council chambers when the
matter came up for discussion.
Deputy Reeve Art Simpson
assumed the chair.
The first question asked for an
unequivocal yes or no to: "Are you
in favor of the proposed landfill site
in Ashfield Township?"
Simpson said it was "premature to
come out one way or the other"
until further drilling was done on
the property. "We have discussed
this among us," he admitted.
"We were pan of the initial pro-
cess to get a new landfill site in the
county; said Simpson.
"If it (landfill) is on A3, we
would like to see all concerns
addressed. "We're in favor of the
county dealing with you people and
addressing your concerns to your
satisfaction. We're very much in
favor of an upfront manner by the
county," said Simpson.
Alton called the current landfill
system "barbaric." He asked council
for any suggestions "on how we
can drag our feet on this" until
some alternative method of dispos-
ing of waste becomes available. "If
we could see some indication from
governing bodies that this could be
changed..." mused Alton.
Councillor Paul Frayne referred to
Canadian Agra technology for
incineration, imported here from
Europe. "Maybe technology will
change to fit our standards," said
Frayne.
"I understand that if any new
systems become available, with
approval of MOE, the county would
have to look at them," said
Simpson. "The county is obligated,
as the government changes, to
explore other alternatives. As
options become available, they are
mandated to do so."
"It's supposed to be a 40 -year
dump," said Frayne, "surely this
kind of garbage will be obsolete in
another 10 years or so."
Alton pushed for a response from
council "to know if we have the
backing of council."
"I don't think it's fine as an offi-
cial representative to say a straight
no," replied Frayne. "We've got to
be able to say 'We're not in favor
because our ratepayers don't want

part of the municipality being
respresented at the committee's
initial meeting on March 14 and the
meeting with the county officials on
March 18. "We have to be able to
explain our stand as a council,"
Frayne said.
Frayne then read a motion: "The
council of Ashfield supports the
ratepayers of Ashfield. The council

of the Township of Ashfield is
opposed to the proposed landfill site
unless it can be shown to the satis-
faction of township ratepayers and
council that this facility will not
have a detrimental effect, at any
time or in any way, on the township
and its ratepayers." The motion was
carried.
"If all issues are not addressed or
dealt with to the satisfaction of
people involved, I would take from
that this council would be against
the landfill site," said Simpson.
The committee's request to use
the roads department building for
further meetings, when available,
was approved.
Their request for assistance of
municipal office staff, when avail-
able, for research on the proposed
landfill site (photocopying, policy
and information search on drainage
maps and bylaws) was also

Culprits destroyed a mailbox,
post, and bracing at a residence on
the 4th concession of Tuckersmith.
The mailbox was in the shape of a
John Deere tractor. Damage
occurred sometime between Jan. 27
and Jan. 28.
On Jan. 11 or Jan. 12 unknown
persons entered a garage on
Marlborough St., Exeter and
removed a quantity of alcohol.
Entry was gained through a window
after a screen had been ripped open.
Licence plates were removed
from a vehicle sitting overnight at
the Brussels Country Inn parking
lot. The licence plate number is
885RVB. The theft occurred on Jan.
14.
On Friday, Feb. 17 a reel with ten
rolls of wiring was left at a con-
struction site. Unknown persons
stole the reel of wire from this
location at the 12th concession of
McKillop Township. The wire is
valued at approximately $1150.
A business on Huron Road in
Blyth had two windows smashed
but entry was not gained to the
building. The mischief occurred on
Feb. 28.
On Feb. 28 culprits smashed the
windows but of a vehicle that was
sitting at County Road 25. The
vehicle was parked near Walton.
Parr Line gets set for Nationals
The schedule has been
announced for the 1995 National
Broomball Championships in
Stroud and Lefroy, Ontario that
get underway next Wednesday,
and go from April 5 to 8.
Parr Line of Seaforth as host,
and the Satellites from Barrie
will represent Ontario on the 12 -
team women's side of the
Canadian championship.
The Cornwall Bandits and
Express from Innisfil are the
Ontario teams on the men's side,
also with a dozen teams.
Both men's and women's
groupings have been split into
two divisions. Parr Line will
compete in the women's blue
division against five other teams
in the preliminary round-robin;
the defending champions,
Manitoba, British Columbia,
Newfoundland and the North
West Territories.
The top two teams in this
division cross-over and will
playoff against the top two teams
from the red pool; made up of
Barrie, Alberta, Saskatchewan,
Nova Scotia and New Brunswick
The various finals will be held
Sat. April 8 in the Stroud arena.
Parr Line qualified as host by
finishing second at last March's
Provincials. Some team members
have competed in national
competitions in fastball, but this
will be the first time for
broomball.

county council chambers every time
the landfill site is discussed. Gibson
owns a small portion of the land
under consideration. The majority
of :if. A3 is owned by Jim Gibson.

Council was unable to give a
definitive answer, but indicated they
would look into finding a method
of having a representative at those
county meetings when the reeve
had to declare a conflict.
Alton said he believes council
will be "on side" when the next test
holes are drilled and a second opin-
ion is asked for. "The game will be
fair and square."
