year; and a reduction in annual
federal farm safety net spending
from $850 million to $600 million
over the next three years.
Coupled with these dollar costs is
the new direction that federal
agriculture is moving in with a
series of trade and market develop-
ment programs to support exporters
through the creation of a new Agri -
Food Trade Service. Research
streamlining has allowed for the
establishment of Matching In-
vestment Initiative fund that will
provide $70 million per year by the
end of the decade for industry -led
research. There's another $60 mil-
lion being made available to help
the sector come to terms with the
environment of new market oppor-
tunities and fewer subsidies.
Programs are even now being put in
place to support better access to
capital, new management skills and
better industry -infrastructure
including improved access to infor-
mation and technology.
Canadian agriculture and agri-
food is going to have to move onto
the global stage to survive and
grow. More and more, as we saw
with the recent introduction of new
guidelines for the administration of
a supplementary import permit
policy for beef and veal, the spot-
light is on Canadian agricultural
industries to adopt a united team
approach if they are to succeed.
One part of an industry cannot be
allowed to profit at the expense of
another. More and more it will be
put to those industries, to their
organizers, their members, their
leaders, to become better informed,
to work with their members, and
their associate industries as well as
the government, so they can take
full advantage of the opportunities
of our changing world.
For example, the guidelines that
were recently announced for the
administration of the beef import
policy were developed to assist and
protect an industry that had failed
to achieve any consensus among its
various ranks. This is something
that needs to be addressed by or-
ganizations. We just can't afford to
lose opportunities because there is
greater interest in sectorial protec-
tion than industry opportunity.
I am certain that we can put our
own house in order and move con-
fidently into a future of new trade
agreements, new markets and new
technologies to our ultimate benefit.
The spirit of endurance, deter-
mination and adaption which stood
our first Canadian farmers in good
stead will not desert us now as our
industry moves into a world of
fading frontiers and new trade
partnerships.
New law for slow-moving vehicles
Changes to the law governing slow-moving vehicles
will come into effect this spring.
Bill 176, a private member's bill introduced by
Essex -Kent MPP Pat Hayes, contains amendments to
sections of the Highway Traffic Act dealing with
vehicles moving at less than 40 km/h.
Under the new law, all farm machines and any
other vehicles unable to travel at more than 40 km/h
on a flat surface must carry triangular orange -and -red
signs to warn other drivers. Until now, only farm
vehicles had to display the signs. The bill also;
• Details how the sign may and may not be used,
including restrictions on posting it on or near fixed
objects that can be seen from roadways;
• Allows government to exempt horse-drawn
vehicles, such as those operated by the Amish and
Old Order Mennonites whose religious beliefs do not
permit the signs;
• Allows government to make regulations about slow
moving vehicles as necessary.
It's important that the signs only be used on slow-
moving vehicles," says Hayes. "There could be
serious consequences if rural mailboxes or driveways
inappropriately marked with the signs are mistaken
for slow-moving vehicles in the roadway, at night, ip
heavy rain or driving snow."
