Trustees want to share, not amalgamate

School boards can save costs by
working together. However, many
feel that amalgamation would only
increase costs.
At last Tuesday night's meeting
of the Huron -Perth Roman
Catholic Separate School Board,
trustees discussed shared banking
arrangments and the tri -board
meetings of the two local public
school boards (Perth and Huron
County boards) and itself. Despite
their willingness to work with
neighboring boards, trustees were
doubtful of the benefits of amalga-
mation.
Dave Cooke, the Ontario
Minister of Education and
Training, announcemed Last week
that the ministry intends to re-
draw school boundaries and possi-
bly force the amalgamation of 40
to 50 per cent of the province's
168 school boards.
Dr. James Brown, Huron -Perth
director of education, said there
are seven boards that don't operate
schools but purchase schooling
from other boards. There are also
about 25 boards that operate less
than five schools.
Trustee Vince Mclnness pointed
out to trustees that the Huron -
Perth Board, the Huron County
Board of Education, and the Perth
County Board of Education may
not be forced to amalgamate
because the minister is aware of
the current sharing initiatives.
They already share busing, pur-
chasing, plant maintenance and
the Stratford Education and
Recreation Centre (SERC) to
name a few examples.
"We know the co-operation that
is taking place. The minister does-
n't know about the co-operation. I
personally toured the minister
through SERC. Two days later, he
didn't know anything about it,"
said Dr. Brown.
Equally discouraging is a multi-
use facility similar to SERC being
built in York Region by the public
and separate school boards as well
as the municipality.
"It was announced as the first of
its kind although they had a copy
of our plan to use as a base," said
Dr. Brown.
He also provided trustees with
some information about amalga-
mation and the information Cooke
has been providing. Cooke heralds
Alberta for its measures in saving
costs by amalgamating boards.
Dr. Brown contacted a board in
southern Alberta which includes
Lethbridge in its jurisdiction.
Before amalgamation, five school
boards operated in the area. After
the amalgamation, the new board
has a student population the same
as the Huron -Perth board.
"This kind of information needs
to be made available to the task
force," he said.
Nevertheless, trustees agreed
they must continue to work
together if "we are going to be the
architects of our own future" and
possibly avoid amalgamation, said
Chairperson Louise Martin.
She updated the trustees on the
Feb. 20 meeting of the steering
committee currently working to
establish the terms of reference for
a tri -board co-operative commit-
tee, whose primary objectives are
greater efficiency, enhanced ser-
vices, and cost savings that respect
the public and separate boards'
governance issues and staffing
committments.
Chairperson Martin said they
want the committee in place by
Sept. 1, when the ministry said it
wants to re -draw the school
boundaries. If they can find as
many ways as possible to save
money, the province won't be able
to find any reason to re -draw the
local boards' boundaries.
However, the committee got
caught up in a lengthy discussion
about who should chair the tri -
board committee and what that
person's role would be. The issue
was put on the back burner for
"the sake of expediency," she said.
911 no threat to fire plan
The prospect of 911 emergency
service in Huron County won't
threaten the chance for Seaforth
Community Hospital to provide fire
dispatch service for area fire depart-
ments.
Chief Executive Officer Bill
Thibert told the Board of Governors
on Feb. 28 that 911 is no threat to
the plan to add fire departments.
"We want to keep this switch-
board open 24 hours a day," said
Marlen Vincent, chairperson of the
Board of Governors.
The hospital already provides
emergency overnight dispatch ser-
vice for Seaforth and Clinton.
Exeter and Blyth fire departments
may come on in April and other
area fire departments are already
considering the service.
