Church opts for Best over Cook
The late from -the -floor nomi-
nation of Rev. Bruce Cook for
the position of Moderator did not
go through as Marion Best, of
Naramata in British Columbia,
was elected to the United
Church's top position.
The local minister of Seaforth
Pastoral Charge said he was
disappointed yet very honoured
to receive the nomination.
"The experience of this council
was like no other I have
attended."
He said it was a great privilege
to be able to address the 385
commissioners of the General
Council. He also congratulated
the new Moderator.
"She's a very able, gifted,
gracious lady," he said. "I was
very pleased to be on the same
platform as her."
Rev. Cook said there was a
great deal of support from his
session and London Conference.
The minister of Cavan Church
in Winthrop and Northside in
Seaforth said the General Coun-
cil was given a greater say in
decisions of the church including
finances this year. The church is
also beginning to allow diverse
groups the right to disagree on
some decisions of the church, he
said.
The General Council also
included a youth forum of 96
people. Susan Stewart attended
as a participant and Kate Papple
attended as an organizer.
Ontario sets new rent guideline

The rent control guideline set
by the Ministry of Housing for
1995 will be 2.9 per cent, the
lowest guideline in the history of
rent regulation in Ontario.
The guideline is the amount by
which a residential landlord can
increase the rent once each year
without making an application
under the Rent Control Act.
Most tenants in Ontario receive
a rent increase each year at or
below the amount of the
guideline.
The 1995 guideline of 2.9 per
cent is a reduction from the
1994 guideline of 3.2 per cent,
and the 1993 guideline of 4.9
per cent. The 1994 guideline was
the lowest since rent regulation
began in 1975.
The 1995 guideline takes effect
for rent increases which occur
between January 1, 1995 and
December 31, 1995.
Shared schools save millions

When two boards of education
and the City of Stratford decided to
pool land and resources to create
the Stratford Education and Recre-
ational Centre (SERC), they knew
there would be benefits. But as the
one year anniversary of the
project's opening approaches, the
partners in the shared development
are astounded by just how extensive
those benefits have been.
"We're super pleased with the
way things have gone so far. By all
these partners sharing, we have
saved close to $4 million," said Ted
Blowes, chairperson of the SERC
Executive Committee.
Planning began in 1988 for the
collaboration between the city, the
Perth County Board of Education,
and the Huron -Perth County Roman
Catholic Separate School Board.
The city was short of baseball dia-
monds and soccer fields, so the
public board was approached con-
cerning a 35 -acre parcel of land in
the northwest section of Stratford,
where Northwestern Secondary
School is located. Tl,e separate
board joined in since it planned to
build a new school adjacent to
Northwestern.
The 60 -acre SERC complex now
includes Northwestern, the new St.
Michael Catholic Secondary School,
a modern library -resource and
media centre shared by the 2,000
students at the two high schools, a
child day care centre, and extensive
recreational facilities including two
lighted baseball diamonds, two
lighted soccer fields, two lighted
tennis courts, and an all-purpose
field with a cinder track.
"What the three partners are
happiest about is that this is a real
community project. It's not just an
education and sports facility,"
Blowes said.
He explained the day care centre
has been close to capacity, with
many single parents leaving their
children while attending high school
courses. Also, the facilities are ideal
for tourism and convention busi-
ness; a 300 -person convention has
already been scheduled by one
service club.
The facility has also generated
many spin-offs, Blowes said. Find-
ing itself with surplus land due to
the SERC complex, the separate
school board was able to sell prop-
erty to a developer for a $20 mil-
lion senior's complex. The sewage
disposal developments made to
accommodate SERC allowed two
subdivisions with 145 dwelling
units to go ahead.
The provincial government was so
impressed by SERC, it allowed the
school boards to direct a lot of
funds into the project. When the
separate school board sold land to
the senior's complex developer, the
province allowed the $1.1 million to
go into SERC. After another
$500,000 sale of land owned jointly
by both boards, the province again
let the proceeds go to SERC instead
of into government coffers.
By spring, SERC will likely have
washrooms and changerooms on
site, Blowes said. Also, more base-
ball diamonds or other facilities will
be added in the future.
"There are still two big parcels of
land up there. They will be put to
some kind of community use," he
said.
