Some driving privileges take longer

Students at Seaforth District High
School learned on Wednesday it
may be a while until they're driving
alone down the 401.
New drivers anxious to obtain
such license privileges as driving at
midnight will have to wait a little
longer under new provincial law.
Those privileges will be phased in
as people obtain ' driving licenses
under the two-stage 'graduated
licensing' system.
"The more practice you get on the
road the more privileges you get on
the roads," a Ministry of Transpor-
tation representative told an assem-
bly of grade nine and ten students.
Some of the students, however,
felt stipulations of graduated licens-
ing were unfair. One student com-
mented that young people will learn
more bad driving habits by having
their parents accompany them as
fully -licensed drivers.
"We're going to develop bad
habits by driving with our parents,"
said Lisa Gingerich after the pres-
entation. She said the province
should be making driver's education
mandatory.
Another student thought it was
arbitrary that the new program
requires a licensed driver with no
less than four years driving experi-
ence to accompany a novice driver.
Still others felt the regulations
were unfair to rural youths who
need use of an automobile to get
around or to get to work.
"When you live in a small town
you have no other form of transit,"
said Christa Leonhardt. "They
should have considered that."
There have been several changes
since graduated licensing was first
proposed in Ontario, said Drew
Dilkens, public relations officer.

These changes include the follow-
ing:
•New drivers will no longer be
banned outright from driving on
400 series highways like the 402.
Novice drivers will now be able to
drive on 400 -series highways where
the speed is not greater than 80 km
per hour.
"Before, no novice driver could
get on the 402," said Dilkens. "The
only way to get to Port Huron
would be the ferry system."
Along with the 401 certain
expressways are prohibited because
of their speeds.
•New drivers will no longer be
required to have a 'novice driver'
sign displayed in their car. After
public consultation, the province
decided the sign (indicating a new
driver) will be optional.
The transportation representative
asked the grade nine students and
rade ten students if they had been
in an accident while driving. Many
of the young people put up their
hands. He then asked how many of
the students had friends die in an
auto accident. The majority of
students lifted their arms.
"Every eight hours someone is
killed," the young spokesperson told
the assembly. A very large percen-
tage of auto deaths occur to people
in the 16-25 age range, he said.
