Spring Valley combines tradi-
tional methods of boiling syrup
such as a wood fire evaporator
with a oil fired boiler to produce
steam for the finishing pan.
Ministry adopts rural focus

phone confirms a recent change to
Ontario's agriculture ministry.
"Ministry of Agriculture, Food
and Rural Affairs. May I help you."
Rt>I Ontario has gained a new
medium for the representation of its
unique interests, and Huron MPP
Paul Klopp couldn't be happier.
The source of his happiness stems
from a recent government
announcement that the Ministry of
Agriculture and Food will broaden
its mandate to include Rural
Affairs.
"The people have said for a long
time that the government has been
ignoring rural Ontario," said Klopp
in a• --recent interview. "I--felt--
strongly about this as well. This
announcement assures me that rural
Ontario will finally get the attention
it deserves."
Klopp recently spoke at the
Goderich and District Chamber of
Commerce lunch on Mar. 16, and
said the addition of Rural Affairs to
OMAF's mandate, provides -gra
lobby group on the inside."
"For example, when the stable
funding issue was discussed,
northern affairs called up and asked
what was in it for them," said
Klopp. "Then the francophone
affairs called up as well and asked
what was in it for them. We need
an advocate on our side full-time."
"OMAF's name and
responsibilities will be expanded to
include rural affairs.
In addition to the announcement,
the government pledged an initial
contribution of $250,000 to a rural
development research fund.

"People look to OMAF as their
rural spokesman," said Klopp. "We
have an OMAF office in almost
every region. Now we will have
someone in these offices working
on rural issues all the time.
"This announcement confirms my
opinion that rural Ontario is here to
stay," added Klopp.
Klopp said the change will not
affect the level of service that
OMAF provides for farmers, but
will provide additional help and
information for rural non -farmers.
"Rural Affairs will deal with
everything, every issue," said
Klopp. "Townships, villages and
towns will all have equal status on
issues such as sewers, roads and
water."
Klopp said infrastructure
improvements like the completion
of Hwy. 4 and the clean-up at the
Goderich Airport, as signs that this
is already taking place.
"Things are going to get better,"
he said. "We need to see some
visible ' action and be able' to'
promote ourselves better."
Since 1991, OMAF has
introduced several policies and
programs aimed at helping rural
communities develop their
economic potential. In 1992, the
ministry launched its Agricultural
Investment Strategy to stimulate
rural investment and expand the
scope of financial resources to the
rural and agricultural community.
"The expanded mandate
reinforces the ministry's role as
facilitator in helping rural
communities meet their needs," said
Premier Bob Rae in a press release.
