Student fined $25K for accessing Deaths linked to inattentive drivers nearly triple over last year

(HURON COUNTY, ON) - It
(HIJRON COUNTY, ON) - It
was a busy March Break for
the Ontario Provincial Police
(OPP) as officers laid more
than 2,400 distraction -related
charges during their annual
Distracted Driving Campaign.
1 luron County OPP laid 36
of those charges, an increase
from the 24 that were laid dur-
ing the 2016 spring campaign.
Sadly, OPP-investigated
collisions that involved an
inattentive driver have
claimed 11 lives so far this
claimed 11 lives so far this
year - almost triple the num-
ber of deaths compared to
this time last year (4).
Deaths linked to this dan-
gerous driving behaviour
continue to out -pace speed -
related (9), alcohol/drug
related (6) and seat belt -
related fatalities (3) in 2017.

An Ontario student in the
master of social work pro-
gram at Renison University
College (affiliate to Univer-
sity of Waterloo) was fined
$25K for unauthorized
access to personal health
records.
(name), 48, recently
pleaded guilty for illegally
accessing health informa-
tion (under the Personal
Health Information Protec-
tion Act) of five people, while
on placement at the Clinton
Family Health Team in
Huron County.
According to court records
(name) "wilfully accessed
the personal health informa-
tion of five individuals to
whom she was not providing
care, and therefore was not
authorized to access".
Provincial officials state it
is the highest penalty ever
given in Canada, in regards
to a breach of private health
information.

During court proceedings
at Goderich Court House, no
explanation was offered by
the guilty party, but there
was also no evidence that
would suggest (name) kept
any of the information, used
it for financial gain, or
shared it with anyone.
This is not a criminal
charge but instead a public
welfare offence under the
Personal Health Information
Protection Act. The monetary
penalty is appropriate in this
case and the guilty party has
three years to pay off $20K.
Commissioner Brian
Beamish would like this case
to remind health care profes-
sionals that this type of behav-
iour is unacceptable and has
serious consequences.
"Patient privacy is vital if
Ontarians are to have confi-
dence in their health care
system", stated Commis-
sioner Beamish.
The fine of $25K ($20 000
fine and $5 000 victim sur-
charge), to be paid within
three years has a lasting
effect and reminder to the
guilty party of the unaccep-
table, unprofessional and
illegal behaviour.
According to the court
proceedings document,
three years has nothing on
the lasting impact on the vic-
tims of this privacy breach.
Based upon the victim
impact statements, there
was a consensus of a sense
of violation and being
exposed, as well as a fear of
misuse of the information,
which could result in reluc-
tance to share information
with future health care
providers.
In reference to the court
proceedings document, Jus-
tice of the Peace, while deliv-
ering her reasons for the
sentence, stated, "the impact
statements reveal a lack of
trust and a sense of
reluctance':
She went on to add that
while people visit the doctor
for any physical or mental
health illnesses, they want to
be able to trust the practi-
tioners, "and that what we
tell them will be respected
and held in confidence so
we receive the treatment and
care we deserve':

zero tolerance toward drivers
who text, talk on their cell

Aerial rabies vaccine baiting to commence shortly ,51
(HURON COUNTY) - Two
cases of rabies have been
identified in terrestrial ani-
mals in Huron County since
December 2016. As a result,
the Ministry of Natural
Resources and Forestry will
be conducting low-level
rabies vaccine baiting flights
in the Blyth-Wingham areas.
The flights, completed by a
yellow and black helicopter,
will occur in early April 2017
and should last about 2 days.

Patrick Landry says "The
vaccine baits are dropped to
help control rabies in foxes,
raccoons and skunks':
The baits are small and
army green in colour and
have a toll-free number on
them. The baits, which are
meant for wildlife, will not
protect humans, livestock
and pets from rabies. Live-
stock or pets may get an
upset stomach if they eat one
bait however, if they eat more
than one, owners should
consult with their veterinari-
ans. Residents who find the
bait in their yard are asked to
place it in an area where
wildlife may find it. Gloves
should be worn when mov-
ing the bait to prevent human
scent from getting on the bait.
Rabies is a viral disease
that is fatal to humans. It is
passed to humans from
saliva of infected animals.
Pet owners are required by
law to have all cats and dogs
over three months of age
immunized against rabies.
