Central Huron hoping
to keep tax rate low
After first consolidated budget draft, council
at 1.83% increase in levy requirements

Central Iluron council had the
opportunity to see the first draft of the
2017 consolidated budget at their
meeting on March 14.
For the 2017 year, assessment
increased by 6.45%, with 0.56% of
that increase being growth/brand
new assessment in the municipality.
As a result of increase in assessment,
there is an additional $112,827 in
levy requirements.
Council decided at March 14's
meeting they wanted to have a zero
tax rate increase; therefore, the levy
requirements could only be increased
by the $112,827 or 1.83% from
$6,160,535 to 56,273,362.
One of the biggest reasons council
could do this is they plan to take a
large loan for some construction pro-
jects instead of raising money through
taxation; that loan amount currently
sits at $1,459,720.
Council also chose a number of
smaller projects to fund using reserve
money and the Erth fund instead of
through taxation; the Erth fund is from
the sale of the former Clinton PUC.
Councilor Westerhout suggested
taking a loan for construction as
interest rates are very low right now.
To pay off the loan in a few years, he
reminded council they are due to
start making a large annual profit on
its solar panels at REACH and the
arena in the next few years and can
use that.
Councilor Westerhout was the first
to advocate for not changing the tax
rate from 2016, and all the other
council members (Coun. Colquhoun
was absent,) agreed, with the excep-
tion of Councilor Lobb who sug-
gested raising the rate 2%.
Councilor Metzger and Deputy
Mayor Jewitt said they usually would
not opt for a 0% change, but liked the
idea this year as it made sense to take a
loan now because of low interest rates
and their ability to repay it with solar
panel funds in near future.
All of the decisions made by coun-
cil at the March 14 meeting are sub-
ject to change, and another draft of
the budget will be presented at the
next budget meeting on March 28 at
5 p.m.
After that, the public meeting to
adopt the final 2017 budget is at a reg-
ular council meeting on April 18 at 5
p.m.
While council has decided to opt for
a 0% change in the tax rate from 2016
for Central Huron purposes, which is a
levy increase of 1.83% with assessment
growth, the actual total residential tax
increase or decrease has not yet been
determined. The final, total tax rate
includes the County of Huron tax rate
and the School Board tax rate. The
County's tax rate is known at this
point; it is a 0.26% increase, however
the School Board's rate is not yet
known. Also unknown that this time is
if the municipality will receive a grant
for Mary St. sewermain and storm
sewer work which could also affect the
budget.
Death Investigation
at Compass Minerals
(CENTRAL HURON, ON) - Huron
County Ontario Provincial Police (OPP)
and the Ministry of Labour are cur-
rently conducting a death investigation
at Compass Minerals located on North
Harbour Road in Goderich.
The scene has been secured and the
mine cleared of staff underground by
the company pending the results of the
investigation.
A post mortem examination was
scheduled for Monday March 20, 2017.
