skimming device" at work within a local bank's ATM. Two
devices were found attached to TD Bank's in-house ATM,
one containing a camera to capture images of personal
identification numbers, and another with a sophisticated
microchip to read bankcards. The devices were installed on
the ATM March 19, and discovered and removed on March
21. No personal information was leaked within that time.
► This July, the Ontario court of Appeal dismissed an
application from Tony Terpstra of Wingham to have his
five -and -a -,half-year .sentence reduced for counselling and
conspiring,to commit the murder of his wife.
The 41-Fear=old Terpstra was the central figure in a court
case in Goderich in 20 10 that involved extramarital affairs
and an attempt to have his wife Sheila, 42, killed. His mis-
tress, Serrena Benninger, 40, also of Wingham, was sen-
tenced to two -and -one-half years for her

► With the early 2011 toppling of the Stephen Harper Con-
servative government in March, the Huron -Bruce candidacy race
immediately got underway for the federal election May 2. Incum
bent Ben Lobb was the first to hit the scene to defend his seat
About 250 people packed into the upper floor of the Goderich
legion April 20 for an All -Candidates meeting between candidates
Lobb (conservative, Eric Shelley (Green) Charlie Bagnato'(lliberal)
and Grant Robertson (NDP).
In the end, Lobb retained his seat.
Months later Carol Mitchell would see the end of her eight-
year -run as MPP after her defeat was announced following the
40th Ontario General Election on October 6.

By midnight, unofficial results showed the Liberal cabinet min-
ister had been defeated by Progressive Conservative candidate
Lisa Thompson by 4,419 votes:

► Locally, in early 2011 thesemantics proved to be the
question for one County Councillor who wondered why the
coming term's County Council would future more representa-
tives than what was originally planned.
In addressing the question of council's composition at the Tan.
5 session, Coun. Ben Van Dlepenbeek (Ashfield-Colborne-
Wawanosh) asked how council went from losing" four county
reps to maintaining the status quo.
Initially, four county municipalities. --- Central Huron, Huron
East, South Huron and North Huron were set to lose one
county representative apiece because of a bylaw the county
passed in 1999, which stipulated municipalities would appoint
county representatives on the basis of one person for"each 4,000
people in a municipality's given population. And, accordingto the
somewhat controversial elector count by the Municipal Property
A.st' pment Corporation in the municipal election, size.
In August, Huron County Council moved toward an official
inquiry into its composition. Originally slated to take place in
August, the inquiry was shelved until November.
Thanks to a ruling handed down by Kelly -Ann Gorman, an
Ontario Superior Court Justice, the county's council composi-
tion for the remainder of the term shrank to 16 from the previ-
ous 20. The hearing was held Nov. 9 at the Huron County
Museum.
In April, the CDPC transformed itself into.PIAAC and set
out to define itself just before a move was made to abolish it corn-
pletely. PEAC is still functioning within Goderich, and as of Sep-
tembe4 was joined by a number of new formates with a number
of new faces to tate the mountain of to-do's following the August
21 tornado.
►. The munidpal council at Ashfield-Colborne-Wawanosh
reviewed its Automatic Aid agreement from 2010.after concerns
were raised that some residents in the Auburn area were in dan-
ger of inadequate coverage.
► In April 2010, ACW decided against the nearly 300 per cent,
cost increase proposed by North Huron, and instead retained the
fire services of Central Huron (Clinton Fire) to cover the Auburn
area.
In 2011, ACW reached out to North Hutmn to learn if their exist-
ing proposal still stood, and whether or not they're willing to nego-
tiate on coverage area.
As of April 2Q11, fire coverage remained undecided while a
string of meetings were planned between department, county
and munidpal reps. By mid-June, ACW round agreed to proceed
with a proposal for boundary adjustments from Lucknow Fire
Chief Peter Steer. At an estimated cost of $7,000, ACW Council
agreed to go ahead with boundary and 911 number readjust-
ments as they closed in on the end of months of fire coverage
debate. The Automatic Ata Agreement from May of 2010 was
amended and signed in June.
► As the dusk of 2011: drew, the Mind and Body campaign
became paid off.
The final cheque for the Goderich library and Maitland Rec-
reation Centre debt has been cut, and Deputy -Mayor John Grace
said in a,presentation to council December 12, the entire town
deserves recognition for seeing through the largest capital infra-
structui a project in Huron County history. .
The Mind and Body campaign saw the upgrading of Goderich's
Carnegie Library, spearheaded by the IODE Maple Leaf Chapter.
Work induded the renovation of the Rueben R. Sallows Gallery
and upgraded computer facilities, which Grace noted brought
14,000 users to the library in 2010. The renos were completed in
June, 2003.
The campaign also saw the creation of the Maitland Recreation
Centre, which opened in January of 2004, another state of the art
facility., Since its opening it has exceeded all expectations and met
budget every year Grace added.
The $5.7 million campaign relied on local donors to meet its
fundraising goal. .
