Council cuts through zoning and
relocation issues

Town council took two
important steps at a special
meeting last week to help
residents and businesses
affected by the tornado to
relocate and rebuild.
A temporary use bylaw will
be put in place to help busi-
nesses relocate to temporary
locations around town where
they are able to find usable
space. A second bylaw will
deal with reconstruction and
replacement uses of build-
ings and property, creating a
flexible environment to help
businesses rebuild.
"The temporary use bylaw
will facilitate the relocation of
businesses from one location
to another to allow for .the
relocation of business," town
solicitor Greg Stewart said.
"There must be written noti-
fication to the building office
and temporary structures
and locations must e
approved by the building
official."
The temporary use bylaw
MU be effect for 18 months to
allow businsesses a reasona-
ble time to relocate while
rebuilding. If extra indul-
gence of time is required, the
bylaw can be amended.
The second bylaw will cre-
ate flexibility on where and
how a business can rebuild
and will allow noncompliant
uses to be rebuilt on the same
footprint.
"No building or structure
can extend beyond the lot
limits but business owners
can build what they had before but
build within the lot line,' Stewart said.
"Any replacement building must con-
form to height requirements and must
be two storeys"
As well, any businesses that were
considered 'non -conforming uses'
meaning their existing business use was
inappropriate for the zoning will be
able to re-establish what they had
before as long the building structure is
not changed or altered more than 20
per cent.
It will allow businesses to expand to a
minor degree.
While the bylaws require notification
through newspaper advertisements and
a 20 -day period for public input, they
can be in force in early November CAO
Larry McCabe said.
"We have to follow a process by law
but people can move ahead with plans
and drawings," Mayor Deb Shewfelt
said. "We can amend a bylaw at the
public meeting."
A public meeting will be held to
entertain input or objections to the pro-
posed bylaws.

field-Colborne-Wawnosh has
committed a $10,000
donation to the Goderich and
Area Disaster Relief Commit-
tee fundraising effort.

Council unanimously endorsed the
pledge at a meeting Tuesday after
appointing ACW resident Doug Fines, as
its representative to the Ontario Disaster
Relief Assicstance Program (ODRAP)
committee.
The municipalities of ACW and Cen-
tral Huron also applied for disaster sta-
tus after the F3 tornado that struck
Goderich Aug. 21, continued on a
destructive path through the Benmiller
area out to Londesboro.
Funding through ODRA , covers up to
90 per cent of the costs over and above
insurance coverage. There was consider-
able damage in the Benmiller area to
houses, barns, and the Benmiller Inn.
Applications for funding are available
at the ACW office.
