JULY 6. 1916 EDITORIAL NOTES Customs Revenue for the month just closing will aggregate a little over. $12,- 000,000, an increase of some five millions, or over 70 per cent., as compared with June of last year. For the first three months of the current fiscal year the increase has been about fifteen trillion dollars, reflecting heavy import trade and the re -stocking up of merchants in all parts of Canada following a general improvement of business conditions, especially in western Canada, where crops were good last year. NORTH PERTH RYE -ELECTION. The Conservative press has been very bitter during the last week over what they have termed "a breach of the war time truce" by the Liberals forcing an election in North Perth at this time. As a matter of fact, there was never any understanding between the Govern- ment and the Opposition in regard to bye -elections during the war. So far as the Liberal party is concerned Mr. Rowell has permitted each local con- stituency to decide this matter for itself. Mr. Torrance, the retiring Con- servative member, was elected in 1914 for four years; and after serving but six months of the present year (for which he drew his yearly indemnity of $1400) he has resigned his seat to accept a position in the Stratford Custom House at $i75 a month, given him by his Conservative friends. It was not to be expected under these circum- stances, that the Liberals would allow the selection of Mr. Torrance's suc- cessor to be left with the Conservative machine in North Perth; and they have elected to choose a candidate in the person of Mr. F. Wellington Hay. Besides, the fact that Mr. Hearst wired to Mr. Rowell when he was in Ottawa recently, as to whether the Liberal Leader would consent to dispense with registration in this riding, plainly shows that the government itself was anxious to bring on an election as quickly as possible.
