Clean Yards By law could see reduced
compliance timeframes In ACW

Talk around the councilors'
table at Ashfield -Colborne-
Wawanosh turned green at
their latest meet.
The green and sometimes
yellow of unkempt grass was up
for discussion as a draft copy of
a new Clean Yards By-law hit
the table. ACW By-law Officer
Bruce Brockeibank
recommended council con-
sider a draft that would.allow
themunidpality to act faster on
minor complaints such as grass
maintenance on vacant lots.
At present, grass -cutting is
dealt with under the Property
Standards By-law which states
a property owner has 20 days to
act after an Order to Comply
has been issued. Under the
draft by-law proposed by
Brockelbank, the time to act is
cut down to three day&
'There are 20 days after we
put the order on to do it," said
ACW Clerk -Administrator Mark
Becker. "This by-law allows us
to go in after three days and cut
it, then bill it to their taxes."
"It's meant for quick, simple
things like grass, or bag of gar-
bage It wouldn't work for big
ticket items."
While most members of
council agreed the draft was
good in theory, some noted the
extent and detail within the
drafted Clean Yards By-law was
nearly equal to the current
Property Standards act. Also at
issue was whether three days
was too stringent.
"I'd like to see a clause added
in there that said 'three days or
at the discretion of'the By -Law
Enforcement Officer,'" said
ACW Reeve .Ben VanDi-
epenbeek. "A lot of this is C0111-
plaint-driven
omplaint-driven If maple make
an effort, you've got to give
them grace"
An amended version of the
draft By -Law is expected to
return to the table at the next
meeting of council.

. Wawanosh is moving ahead.
with a major water main
replacement project in
Safford.
At the Aug. 16 meet, council
members voted in favour of
moving ahead with tenders in
the replacement of a major
water main located in Safford.
The project costs are estimated
at $107,849.99, and the Ontario
Small Waterworks Assistance
Program has approved a grant
that will cover nearly 70 per
cent. Council adopted the
agreementand bylaw in order
to obtain the grant.
