ntral Huron Councillor seeks answers in court action
County Councillor Brian Barnim
wants to talk about the relationship.

luron County's August 3 committee -of -the -whole ses-
Barnirn (Central Huron) sought an answer as to why
aunty .municipalities Goderich, Bluewater, Morris
berry, Ashfield Colborne Wawanosh and Howick --
joined forces in a court action that will force a review
earlier county decision to allow Central Huron, Huron
South Huron and North Huron to keep an extra seat at
unty table.

challenge stems back to a 1999 county bylaw that sets
delines for how municipalities are represented at the
table. In essence, each municipality is allocated one

Municipal Property Assessinent Cor-
poration (MPAC) data provided last
fall, Central Huron, Huron East and
South Huron should have each lost
their third representatives while North
Huron should have lost its second
voice at the county level. However,
when the irnpacted municipalities
questioned the validity of the MPAC
data, and the procedure surrounding
the bylaw was itself questioned, the
county's legal advisor. recommended
keeping things status quo for this
term.
Ultimately, that proved to be a
decision live county municipalities did
not appreciate.
"To me, this is a frivolous action,"
says Barnim, who suggests that the
municipalities' suit, if successful, puts
every decision the county has made so
far in jeopardy.
"Everything we dealt with so far.
would probablybe subject to an
appeal."
While Barnim sought answers,
county Chief Administrative Officer
Larry Adams noted discussion on the
bylaw was tabled and,. according to
procedure, the issue cannot again be
brought forward before council with-
out two-thirds of its support.
Barnim later drove in his point by
suggesting every vote at the county
level should now be recorded.
"In the best interests of ratepayers,
everything should be a recorded vote,"
said Barnim to which Coun. Deb
Shewfelt (Goderich) expressed his dis-
pleasure by remarking that Barnim's
argument was a) "Joke. It's a big joke."
Barnim then asked for two recorded
votes before noting, "I have made my
point. I could drag this meeting out."

August 4 at 63, was born and raised in
South Huron where he was s elected
mayor in2006.
He loved giving back to the commu-
nity, and sat on many boards and
associations even as he ran a family
farm, worked in Middlesex County's
road department and later served as a
councillor, mayor and warden, Susan
Oke, his wife of 40 years, added.
She saidit didn't matter how busy
he got, Ken Oke alwayshad time for
family, hosting Sunday dinners for his
three children and their families. He
traveled frequently with them and
even drove their daughter to Winni-
peg
inni-
peg when she decided to move there.
He also loved farming, cooking and
baking and the family didn't mind
taste -testing his recipes, said Susan
Oke.
"He was my soulmate, a great hus-
band, a doting father: 1 wish I could
have had him for another 20 years,"
she said.
Friends and colleagues will greatly
miss Oke, said Michael Di Lullo, South
Huron's clerk and manager of corpo-
rate services.
"Ile was a great man - very person-
able, approachable and very easy-
going. He was well respected in the
community," he said.

Di Lullo said he will fondly remem-
ber council meetings in which Oke
would often share personal stories at
length, frequently going on tangents,
and in the best way possible, derailing
the discussion.
Visitation was held at the Haskett
Funeral Home, in Exeter on and a
funeral: service followed at the Exeter
United Church on Monday.
The Oke. family would appreciate
donations to the South Huron Hospi-
tal Foundation.
