15 acres of new land in the
Greater Port Lands through
the installation of a breakwater
and backfilling the area behind
the breakwater.
On completion, the new land
will be owned by the town and
subject to heterms of the its

increased storage area and
additional berthage for ships.
The cost of the expansion is
$47.2 million and the memo-
randum agreed to by the town
and Sifto is based on the
understanding that the cost
will be paid in part through the
province's $15.7 million grant
with $12.6 million coming out
of the Major maintenance
account established in the 1999
agreement and $18.9 million
coming from an increase in
port fees paid by Sifto in
accordance with its Port User
Agreement.
The Goderich Port Manage-
ment corporation will
undertake and manage the
environmental assessment for
the project and will retain con-
sultants, contractors, construc-
tion managers and subcontrac-
tors necessary to complete the
work. The parties will continue
to petition the federal govern-
ment for grants for the project.
The town will give Sifto a
lease at a rent of $1 per year to
have exclusive use of the new
land without charge for salt
storage .and salt -related uses
during a six month winter
period to be agreed on.
The term of the lease
between the parties will cover
a period of 25 years from the
date the port expansion is fully
completed and will be renewa-
ble for another 25 -year period
at an agreed upon rate.
The town will receive 25 per
cent of new port user fees from
GPMC plus an additional
annual payment of $125,000 in
2018 or the year the port expan-
sion project is complete. The
disposition of Snug Harbour
will be determined within the
next three years.

we work with people," McCabe
said. "You might find that by
decreasing interest rates, the
arrears go up."
"The issue merits considera-
tion by principle,' Donnelly
said. "The bylaw is one of ine-
quality and injustice and the
acceleration clause is intimida-
tion and bullying."
The recovery from the reces-
sion is subjective he said
adding that town council
should deal with people fairly,
equitably and with a measure
of compassion.
