up and came rushing down
the river.
On one such occasion the
steamer Troy laid up through
the winter of 1859-60, was
torn from her moorings and
carried out in the lake where
she sank. To remedy this sit-
uation the government in
1872 started work on a plan,
not fully completed until
1899, which provided a har-
bour of 25.5 acres that was
closed off from the river and
where the. -water was quiet
and undisturbed except for
the minor currents that ran
in and out between the
piers.
The rocky harbour bot-
tom was drilled, blasted and
dredged until at least depth
of 22 feet was available
between the piers and to the
elevator dock. To enlarge the
harbour area it was neces-
sary to divert the river .to a
new course farther to the
north and construct a timber
and stone bulkhead across
the original riverbed.
Doubts were expressed by
some of the local citizens as
to whether the wall was
strong enough to withstand
the tremendous force of the river at its flood
stages. Since then a new bulkhead with steel
piling and concrete that is substantially
stronger has replaced the original wall.
When the harbour was separated from the
river, a small sandy island was left at the east
end of the harbour. The island has since been
removed, but at the time it made an ideal site
to carry on the declining shipbuilding
industry.
