The solution, there- fore, will be left to individuals or developers to take action under the Drainage Act,- and it will take a courageous private land owner to undertake such action, risking the anger of neighbours, accord- ing to comments of certain municipal officials (according to one a affected landowner.) Imagine a girl in tears when she can't say the words she needs. Imagine any child having trouble :understanding and expressing their thoughts. For children with Apraxia of Speech or another Language Disorder, this is everyday reality. My son Noah has Apraxia, a rare and severe neuro- logical euro-logical speech disorder and an Expressive Language Disorder. My daughter Naomi has a Mixed Receptive -Expressive Language disorder (RELD) a communica- tion disorder causing problems in understanding and expressing language. Speech and language are differ- ent, Speech is the verbal means of communicating and includes articulation (how speech sounds are made), voice (use of the vocal • I 1 :1Wednesday, July 6, 2011 provides for the proper 'movement of surface water both upstream and downstream from the new highway. I would hope that some politician, or some official some- where, would be able to demon- strate the vision, the leadership, and the plain common sense to act in a global fashion to address the problem. I have been told that 1 am a dreamer; that this is nonan ideal world; and it will not be possible for the various partners to sit down and resolve this challenge before it is much too late and costs far more money. The responsibility for the GQderi t : • : I 311ir 7 qn resolution of this problem should not rest with an individual. A proactive and coopera- tive approach might just resolve the unending conflict that cou- ples each development applica tion, might answer the horren- dous erosion problems in places like Bluewater Beach; could -reduce the massive inflows of phosphorus running into Lake Huron and polluting its beaches; and address the surface water, drainage and stormwater prob- lems in a definitive, cost-efficient manner that simultaneously eliminates liability problems for municipalities and taxpayers at a future date when litigation is ulti- mately .used to solve the problem Respectfully, Pat1 .Carroll Black's Point Road` RR#2 Goderich folds and breathing to produce sounds), and fluency (the rhythm of speech). Language is the socially shared rules regarding words meanings, creatingnew words, putting words together and what word combinations are best in what situations. Apraxia is a motor speech disor- der causing children to have diffi- culty iffi-culty executing and sequencing the skilled motor movements needed for intelligible speech. It occurs in one to ten children per 1,000, 70% are boys. A Mixed Receptive -Expressive Language Disorder is a communication dis- order causing problemsin under- standing and expressing language affecting five percent of children. According to the Toronto Speech & Stuttering Institute, one in ten Canadian children have speech and/or language difficul- ties. We need more public aware- ness in our communities, prov- ince and nation regarding the. impact of all speech and language disorders on our children.
