HomeMy WebLinkAboutThe Goderich Signal-Star, 2009-12-23, Page 14Page 14 - Goderich Signal -Star, Wednesday, December 23, 2009 NOTICE OF PUBLIC MEETING CONCERNING A PROPOSED NEW COMPREHENSIVE ZONING BY-LAW and HOUSEKEEPING OFFICIAL PLAN AMENDMENT AFFECTING THE MUNICIPALITY OF CENTRAL HURON TAKE NOTICE that Council of the Municipality of Central Huron will hold a public meeting on Tuesday January 26, 2009 at 5:00 pm. in the Town Hall Auditorium of the Municipality of Central Huron municipal office (23 Albert St. Clinton) to consider an Official Plan Amendment under section 17 of the Planning Act, R.S:O. 1990, as amended, and a proposed new Comprehensive Zoning By-law under section 34 of the Planning Act, R.S.O. 1990, as amended. The proposed new Comprehensive Zoning By -Law repeals and replaces the Comprehensive Zoning By -Laws for: Township of Goderich (6-1984), Town of Clinton (7-1985), Township of Hullett (16-1987). The Official Plan Amendment is a housekeeping amendment related to the new Comprehensive Zoning By-law. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support or in opposition to the proposed zoning by-law. IF a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Central Huron before the by-law is passed, the person or public body is not entitled to appeal the decision of the Municipality of Central Huron to the Ontario Municipal Board. IF a person or public body does not make an oral submission at a public meeting or make written submissions to the Municipality of Central Huron before the by-law is passed, the person or public body may not he added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body. If you wish to be notified of the adoption of the proposed Comprehensive Zoning By -Law, you must make a written request to the Municipality of Central Huron at the address below. Recognize a provincially significant wetland in the south part of Holmesville (Part Lot 12, Huorn Road Concession) with a Natural Environment Full Protection designation 2. Recognize the lakeshore and gullies on Part Lot 3, Part Lot 4 and Part Lot 5, Concession 1, West Ward, Municipality of Central Huron with a Natural Environment -Limited Protection designation 3. Change the designation on Part Lot 3, Part Lot 4, and Part Lot 5, Maitland Concession, West Ward, Municipality of Central Huron from Natural Environment- Full Protection to Natural Environment- Limited Protection 4. Correct the location of the Rural Residential designation on Part Lot 13, Maitland Concession 5. Revise the Natural Environment -Limited Protection designation for the area North of Bayfield to recognize gullies on Part Lot 37, 38, 40, 41 Concession 1, Lot 79 Bayfield Concession, West Ward Municipality of Central Huron 6. Revise the Roads policies in section 4.3.3.2. Roads of the Central Huron Official Plan to correctly reflect the roads hierarchy in Central Huron The proposed new Comprehensive Zoning By -Law for the Municipality of Central Huron consists of text and maps that apply to all the lands in the Municipality. It would repeal and replace the current Zoning By -Laws for the 2 wards in the Municipality of Central Huron. The Comprehensive Zoning By -Law implements the Official Plan which was adopted on November 23, 2003 by the Municipality of Central Huron. The Comprehensive Zoning By -Law consists of Definitions, General Provisions and Zone sections that list the Permitted Uses, Accessory Uses, Permitted Structures and Zone Regulations for that zone. • Some new zones have been created such as: (AG2) Restricted Agriculture for the retained farmlands of Surplus Farm Dwelling severances; (LR1) Lakeshore Residential which recognizes year round residential uses on the lakeshore. • Four Natural Environment zones are proposed: NE1 (Natural Environment Full f -otection) for provincially significant wetlands; NE2 (Natural Environment Limited Development) for significant natural environment features; NE3 (Natural Environment Small Holdings) for developed properties in rural areas; NE4 (Natural Environment Recreational Residential) for developed properties on the lakeshore in areas designated Natural Environment. Adjacent lands and Conservation Authority Regulated Lands are being identified around existing Natural Environment areas. These lands will be subject to review of development proposals by the Conservation Authority. • All properties are subject to the new zones requirements. Scanner expected to become operational in April From page 13 At present, Huron is the only county in southern Ontario without its own CT Scanner. At any given time, it's estimat- ed that there are approximately 1,800 county residents waiting to have a CT Scan performed at medical facilities in surrounding areas like Walkerton, Stratford Owen Sound and London. This was all set to change in early 2007 when the AMGH Hospital Foun- dation launched the CT Scanner for Huron County campaign. With a com- mitment of raising $5 million toward the purchase of the scanner, Picture Archiving Communication System (PACS) system and necessary renova- tions, the foundation and community came together, and in just over two years, the goal was met. In August of 2007, Minister of Health - and Long Term Care George Smither- man announced during a visit to the county that AMGH had been granted provincial approval to operate the im- aging equipment. In July of 2008, it was announced that the AMGH Board of Directors awarded a $1.7 million construction and reno- vation contract to Melloul-Blamey Construction Inc. The cost combined actual costs, architectural fees PACS connections and furnishings. As 2008 wrapped, the hospital officially award- ed a contract to Siemens Canada to sup- ply a new 128- slice CT Scanner and Fluoroscopy and general X-ray equip- ment. Computed tomography scans, some- times called CT scans, use special X- ray equipment to obtain image data from different angles around the body and use computer -processing of the information to show a cross- section of body tissues and organs. This vital piece of equipment is standard treat- ment to diagnose cancers, cardiovascu- lar disease, infectious disease, trauma, strokes and musculoskeletal disorders. The CT scanner will handle approxi- mately 3,000 to 6,000 patients annually as referring physicians begin using the equipment. The scanner will also help in physician recruitment to the area by providing recent graduates with the di- agnostic tools they use routinely.
