Coundil pulls no punches with scrap yard Gerard Creces signal -star staff Goderich Town Council has gotten scrappy with the enforcement of their comprehensive zoning bylaw. Salvage yard operator Jake Huvius was told he needs to clean up his scrap yard at the November 30 session of Goderich Council, after months of deputations from concerned neighbours. The Anglesea Street scrap yard Huvius operates was slated to be cleaned up and closed as of Nov. 30, how- ever, he took advantage of his deputation to seek a stay of the date. "I do want to clean it up, but I [couldn't] by Nov. 30," he said. "It's about 80 per cent done" Huvius has been handling scrap metal from Volvo, taking it to the Anglesea yard where he cut it down to size to ship to Hamilton. He said the last of the loads are coming, and more time is needed to process them. "Are there any opportunities to cut it and take it from there (Volvo)?" asked Council- lor Heather Lyons. "No. I asked," Huvius replied. "The bins now are just loaded on a truck from Volvo." A petition signed by nearby residents of Gloucester Terrace and Cambria Road found weight at the council table, as time ran out for the site to be cleaned up. The current zoning bylaw has the area zoned for residential, with an allowance being granted to Huvius until the site was cleaned. Over the last few months, residents have aired their own concerns about the site, say- ing it demeans the natural vista surrounding it. "The property has had car wrecks, boats, trailers, assorted piles of junk and recently large garbage bins have been placed on the property," writes Brian Larstone in his peti- tion to council. "This property is right next to a public vantage point where visitors can view the scenery. (It) is certainly not what visitors should be viewing. "We request that the Town of Goderich not allow any extensions for any business of this nature to be conducted at this location." The addition of the garbage bins and intro- duction of other waste was the catalyst for council's decision. In a unanimous recorded vote, coun- cil opted to uphold the bylaw and held Huvius in violation. Goderich bylaw officer Chris Basden said the busi- ness was an anomaly, as the current bylaw (38 of 1985) already prohibits such use. "Basically, the bylaw states (Huvius) can't be there," Basden said. "We are going to do what we have to do to remedy that" Basden and the town's lawyers put their heads to- gether to determine what needed to be done to exercise the bylaw. He said meetings are taking place to deter- mine what actions need to be taken. "We're really not clear on it yet," he added. Goderich Signal -Star, Wednesday, December 9, 2009 - Page 19 Goderich .
