GODER1CH Canada's prettiest town TOWN OF GODERICH BIOSOLIDS MASTER PLAN (WATER POLUTION CONTROL PLAN) NOTICE OF COMMENCEMENT STUDY FRAMEWORK: The Town of Goderich has initiated a Municipal Class Environmental Assessment (Class EA) to develop a Biosolids Disposal Master Plan for the municipal Water Pollution Control Plant. The Master Plan study process is being carried out to identify a comprehensive, long-term strategy for the disposal of sewage biosolids material generated at the WPCP. The Town currently transports biosolids from the WPCP to the Mid -Huron landfill facility for disposal. As this facility is scheduled for closure in January 201 1, the Town has commenced a Master Plan study to investigate potential alternatives for treatment and disposal. A range of potential disposal options are being considered as part of this roject, including the following alternatives: redirecting sludge material to another landfill facility; upgrading the existing sewage plant to process sludge into organic biosolids for land use application; sludge material to a another biosolids management facility for processing and disposal. In the following months, the Town will evaluate all viable alternatives, taking into consideration factors such as potential environmental impacts, technical complexity and cost. When completed, the study will recommend the most effective strategy for handling biosolids from the Goderich WPCP upon the closure of the Mid -Huron landfill. • THE MASTER PLAN PROCESS: The project is following the planning process set out for Master Plans under the Class EA document. Master Plan investigations incorporate, at a minimum, a screening process that involves consultation with the public, stakeholders and government review agencies. The purpose of the screening process is to identify potential environmental impacts associated with the proposed works and to plan for appropriate mitigation. PUBLIC INVOLVEMENT: Public input and comment are invited for incorporation into the Master Plan at this initial stage of the study. Please forward comments by November 21, 2009 to the Project Engineer: B.M. Ross and Associates, 62 North Street, Goderich, Ontario, N7A 2T4. Telephone (519) 524-2641. Attention: Mike Corby, Planner (e-mail: mcorby@bmross:net). This Notice issued October 21, 2009 Larry.). McCabe, Clerk/Administrator Town d Goderich Government should offer real help From page 7 came to quitting though, I'd like to know where my self righ- teous government was. You see, I knew I was going to die if I couldn't kick the habit but there really wasn't any place for me to turn. I once approached a detox centre to see if I could be ad- mitted to try and kick the habit in return to be laughed at. My suggestion Mr. McGuinty would be to quit worrying about the past and focus your efforts on the present. Instead of treating smokers like they are a subspe- cies while trying to make your- self look good by suing over Letters opinion things that cannot be changed, offer some real help to those who would like to kick the habit but cannot seem to do so on their own. After all, the provincial government makes $24.70 on a carton of 200 cigarettes so there should be some money to throw around to help out those who are addicted to nicotine. With re- spect to any young people who are reading this; If you haven' t started smoking, please don't, and if you have started smok- ing, please quit. I know that at age 15, 45 seems old but it re- ally isn't and most especially when it comes to dying. I per- sonally have had several friends who did not see 50 because they died prematurely due to smok- ing, and I have one friend who just recently had her larynx cut out and is looking at dying in the next couple of years if the situa- tion does not improve. So, think about it before you light up that first or next cigarette... Robert L. Armstrong Goderich There are a few other things that need to be banned while on the road To the Editor; (re: "Ban on hand-helds only a start to road safety ", GSS Oct, 7,'09) "Hey did you see that guy? ...one hand on the wheel and a Tims in the other and he wants in to go North on Victoria" "honk, the guys a menace." "Just wait 'till he tries to take the lid off and take a drink. It's hot and he'll probably spill some on his lap." Now he's distracted. Ban those drive thru coffee drinkers Likewise for the guy emerg- ing from MacDonald's with a big soggy Mac. You all know what happens as you get to the end of that delicious snack - it becomes mush and the mayon- naise concoction usually drips through your fingers (of the hand not on the wheel), to the same "non -container" - his lap. He too is very distracted: Ban those drive-thrus. Yeah right. MICRO -DERMABRASION SPECIAL SAV15 PSR 7REATMEWP Treatments $100 each until December 18, 2009 AT p 4 .%.., 4 L4..f . But his fingers are dry and slip right down to the end and takes the live ember off; it's burning him, so he shakes it to drop it - yup into the same non - container -- his lap. It isn't long before he realizes this is not a good place for hot, live embers, smoke rising from his "con- tainer" (crotch) and doing more than just looking down. For sure he's distracted Ban those car smokers. Now for those conversations "inside the vehicle"- if you mean my children,. all seven of them, on a three-hour drive, or even less. Surely you all know how hard it is• to reach the seats in the back of the van to swat Billy who is now burying Tom under one of them. The noise level exceeds any sawmill - trucks on Harbour hill are me- lodious by comparison. But the half turn, one handed twist, eyes to the rear to find Billy wherev- er he is, and taking an ineffec- tive swing sure is a distraction. Ban the van. But I will accept that texting (for sure), reading the Globe (for sure), choosing the CD, set- ting the audio controls; all are performed with one hand off the wheel, sometimes two. They are distractions. Ban 'em. Yeah right! Sincerely, Richard P Robarts
