Hundertmark sun media While Huron East, Goderich and Central Hu- ron are close to reaching a final agreement with South Huron about using the Exeter landfill site, the recently -instituted clear garbage bag policy is extending the life of the Mid -Huron landfill site far beyond expectations. Deputy -Mayor Bernie Ma- cLellan told Huron East coun- cil at its Sept. 1 meeting that the four parties have "come to consensus" over the agree- ment, addressing every issue but the tipping fees. He added he's not worried about what the tipping fees will be since the agreement states that South Huron can't make a profit on the tipping fees and that the books are open to all parties. "That gives me some com- fort," he said. MacLellan pointed out, though, that while the Mid - Huron landfill site had origi- nally hoped to extend its life by one year by requiring clear garbage bags to ensure recy- clables weren't being tossed in the trash, the program has been so successful that the landfill's life could last another four to five years. After the meeting, MacLellan said he's not cer- tain if the drop in the amount or garbage being re- ceived at the landfill is because of better recycling or because commercial haulers stopped using the Mid -Huron landfill site. "They (the commercial haulers) get billed double if they bring in recyclables in the garbage and they don't want the responsibility of using clear bags," said MacLellan. He said for the clear garbage bag policy to be completely effective, all landfill sites need to adopt the policy. He said Mid -Huron was the first in Hu- ron County to do so. When talks began between the four municipali- ties, they originally planned to begin using the Ex- eter landfill site in April of 2009. While the four parties are now talking about beginning February, 2011, MacLellan said he's not certain when the start date will be. "We plan to use the full extent of the Mid -Huron landfill so until they close Mid -Huron, we'I4e with them," he said. MacLellan told council he is a little concerned about an "escape clause" in the agreement with South Huron but added he can't see it becoming an issue. "This was certainly meant to be a package deal with all or none of us - that was my interpretation all along," he said. MacLellan added that the three municipalities negotiating with South Huron would be "throwing money away" if they opted out of the deal since they paid for all the studies involved. "And, I don't want to go through the six-year pro- cess again," he said. Grey Coun. Alvin MacLellan asked if there was any reason anyone would want to pull out, pointing out that it was unfair for one partner to ruin it for everyone else. He said that while the agreement ties in the four municipalities for at least five_ years, it could last quite a bit longer. "It could be another 20 years. It could be a very good scenario for us if they get stage 3 approval. I wouldn't be surprised it if goes to 2030," he said.
