The Goderich Signal-Star, 2009-08-12, Page 11Courthouse upgrades in the works sun media Huron County Council's commit- tee of the whole authorized its staff to begin meeting with the Town of Goderich to discuss upgrades to the parking and washrooms at the county courthouse at its Aug. 5 meeting. While four separate reports came to the county's COW dealing with police parking, accessible parking, public washrooms and paving the courthouse plaza, Court. Bernie Ma- cLellan (Huron East) expressed con- cern that all four issues be dealt with together so that none of the projects interfere with each other. "I don't want to be digging it up again once something is done," he said. Facilities Manager Sandy McLean responded that he is hoping to have the parking issue resolved before winter arrives. "If we can come to an agreement quickly, it can all move forward at the same time," he said. Huron County CAO Lary Adams told councillors that administration needs permission to form a commit- tee to talk to the Town of Goderich. "It would be prudent to set up a small committee but we need direc- tion as your staff to talk to the town. They're already aware of our con- cerns and issues," said Adams. McLean told county council's COW that in a plan to create a paved area on the west side of the court- house entrance that mirrors the shape where the bandshell sits on the east side, four accessible parking spaces and four parking spaces dedicated to police use will be built. Currently, there is one parking spot on either side at the front entrance to the courthouse - one accessible spot on the east side and another parking spot on the west side that is not yet dedicated to police use. The Huron OPP is asking for spots for vehicles used to transport prison- ers to the courthouse. McLean's report said an increased caseload being heard at the court- house and the limited capacity of the holding cells, along with logisti- cal problems inside and outside the courthouse are necessitating a large numer of officers to handle prisoners on the site. Four spots, for a transport van and three cruisers, have been re- quested. As well, his report on accessible parking spaces said the spots are re- quired under the Accessibility for On- tarians with Disabilities Act, 2005. McLean gained approval from the county's COW for a tender of $47,690 from Primo General Contracting to repair and replace walkways, plant- ers and paved parking areas on the east side of the courthouse. The mo- tion will need another approval from county council at its next regular meeting. McLean also presented two sepa- rate prices of $3,811 for landscaping improvements and $15,130 for addi- tional paving on the west side of the building. He said approval for the paving on the west side of the building will de- pend on the outcome of discussions with the Town of Goderich. In his report about the public wash- rooms at the courthouse, McLean recommended those washrooms be closed by January, 2010 since it would be "extraordinarily costly" to make the basement washrooms ac- cessible. "The renovation costs associated with making these washrooms acces- sible are prohibitive and would end up being done, by and large, for the sole benefit of the Town of Goder- ich," said the report. The washrooms will also be dis- cussed with the Town of Goderich. .
