Clause four says Central Huron, Goderich and Huron East will give South Huron 12 months' advance notice of the date they pro- pose to start using the Exeter landfill. Coun. Deb Shewfelt (Goderich) said he was happy to go ahead with the agreement and that a bylaw must still be passed by coun- ty council approving the agreement. "There have been a lot of meetings and if your concerns were that important, you should have had someone there," he told Ma- cLellan. County planner Scott Tousaw said that while county council must approve the final solution, it is up to the lower tier municipali- ties to work out the details. Coun. George Robertson (South Huron) said negotiations have been "dragging on for a long time" and agreed with Shewfelt that Huron East should have sent someone to the last meeting. "We have a landfill site and we have to run it. Maybe we don't need anyone else," he said. Coun. Bill Dowson (Bluewater) said he un- derstood South Huron's need to proceed with the agreement but asked if waiting another month would "be the end of the world." "Hopefully, they've got the message now that they need to show up," he said. MacLellan responded that while he agreed negotiations had been dragging on, Huron East has only missed one meeting "and un- fortunately that was the last meeting." He said that while he didn't blame South Huron, a change of council and administra- tion at South Huron had caused the need to "start the process over again." Sifto to create Mill Road storage site Gerard Crosses signal -star staff As construction intensified on the expansion of the Sifto Salt Mine, so too do the materials needed to get the job done. Council gave first and second reading to a bylaw for Sifto Canada July 31, allowing temporary storage of construction materials and equipment along Mill Road on the town's eastern edge. The property, owned by Sifto, will be a short-term storage site, used only until the new building at the mine is completed. Councillor Heather Lyons wondered wheth- er or not this was the best location for the proj- ect, however, planner Joyce Wilson said it was the best possible place for the storage, with a few exceptions to the agreement needed. The site is already fenced in and there are no concerns along the riverbank from the Mait- land Valley Conservation Authority. According to council, Sifto has set aside $10,000 for road surface treatment and to off- set any damages caused by the moving of con- struction materials. Once amended, the bylaw was back for third reading August 10. "It's not Huron East that's held it up to this point and we want the opportunity to sit down before the county approves it," he said. "I want to make it clear that all three don't have to agree - we can go ahead and sign it," responded Shewfelt. Coun. Tim Collyer (Central Huron) admit- ted that Central Huron is also hoping to sit down again with the interested parties. "We want to look at the wording as well," he said. Coun. Dave Johnston (Bluewater) said he wouldn't be supporting the agreement yet ei- ther since he's concerned about the remain- ing municipalities, including Bluewater, who also use the Mid -Huron landfill. He said he's concerned about Huron East, Central Huron and Goderich "prematurely and arbitrarily" pulling out of the Mid -Huron landfill. "It goes beyond these three municipalities," he said. Goderich environmental services tech- nologist Jennette Walker said in an intervier su M last week Goderich is ready to commit to 24 months of landfill usage, with an allowance to review and reconsider the agreement within a year's notice following that. However, with the clear bag policy intro- duced this March for Mid -Huron users, ton- nages have been reduced by one third of the previous year. Waste levels entering Mid -Huron are down to 65 per cent of 2008 figures, Walker said, with Goderich throwing out closer to 50 per cent of its previous tonnage. Part of that is due to the yard waste de- pot which is opened op Cambridge Street. Formerly, that waste would be collected and brought to landfill rather than composted for town projects such as the rebuilding of the Nelson Street por- tion of the Maitland Trail. Any yard waste put out for regular garbage collection will be left at the curb.
