Box 220, 120 Huckins Street, Goderich, Ontario N7A 4B6 EDITORIAL Bank of Canada says worst is over Apparently, the recession is over. The Bank of Canada said it is so. Therefore, after just nine months of abysmal economic activity and performance, the nation can rejoice. The worst is over, Bank of Canada governor Mark Carney y.'as quick to declare last week while at the same time cautioning Canadians that the road to recovery is a steep incline littered with potholes. While Carney's analysis may be technically correct, there is little for Canadians to shout about. And especially in Ontario where the rav- aged manufacturing sector continues to shed jobs as employers trim payrolls to return to profitability or some form of sustainability. But if Canadians thought that a simple declaration form the bank's governor was enough to end the most serious recession since the Depression, then they need a basic lesson in economics. Technically, the economy may have bottomed out but the upswing in economic activity will be a gradual and slow process. Even as the economy starts to rebound, unemployment will continue to rise as it is considered a "lagging indicator" and tends to follow rather than pre- cede changes in the country's economy. That means that we can expect more job losses over the remaining five months of the year and even though economic activity may show signs of recover in the beginning months of 2010, the unemployment rate in Canada will likely hit 10 per cent, rising from its current level of 8.6 per cent. The recovery to three percent growth of gross domestic product may in fact be a reasonable national target, but it doesn't take into account regional economies and the disparity between regions and provinces. . Ontario's manufacturing base is especially vu'nerable to continued job loss and the meteoric rise of the Loonie is dampening exports, especially to the United States. As our dollar rises, the more expensive our goods become in major markets such as the United States and Europe. So declaring the end of the recession will be of little comfort to manufacturing sector employees in Central Canada who face employ- ment and limited prospects of finding new jobs. Even in our own area of Huron County, unemployment will be a significant issue. The rich western resource sector is likely to rebound quicker and job growth will rebound at a more accelerated rate in the country's western prov- inces. So while the Bank of Canada's outlook holds more optimism for growth in the coming 18 months, the government is still going to have to keep its foot on the stimulus spending and job -creation pedal. If unemployment is expected to continue rising, more will have to be done to retrain laid off workers eligible for unemployment insur- ance. The recession may be over in a technical sense, and that's encourag- ing news, but there are still great challenges to the economy and it will be some time before things begin to improve significantly in Ontario. The American Wind Symphony Orchestra sailed into port on the weekend of July 9 – 12. For those of you who saw it, it was truly a once in a lifetime experience. However, the Symphony and its vessel, the Point - Counterpoint II did not just sail into the Goderich harbour all by itself. It was backed and supported by a wise group of town councillors, dedicated and en- thusiastic town staff, fantastically talented volunteers, generous sponsors and the community at large. Here is a synopsis of the American Wind Sym- phony Orchestra weekend by the numbers...
