Courthouse Park in need of clear guidelines From page 4 Survey participants have suggested that clear guidelines be established for the use of Courthouse Park. "Through this report they recognized that's a major feature, but are our activ- ites in the park bringing shoppers into the stores? That's something we have to look at more closely." The study involved 32 HCDs designated between 1980 (the first year municipalities were allowed to create them) and 1992.
