No moratorium on wind farms in ACW

The President of the Huron County Federation of Agri-
culture has asked local municipalities to put a moratorium
on commercial wind projects.
Wayne Black asked local councils, including Ashfield-
Colborne-Wawanosh (ACW) Township Council, to sup-
port an epidemiological study into
the health impact of specific in-
frastructure of wind energy proj-
ects, as well as a moratorium on
commercial wind energy projects,
pending results of said study.
Black explained that many
initiatives have asked for envi-
ronmental studies around wind
turbines, but ignore the health .
impacts. He said that farmers
would like to see the results of this
study.
Reeve Ben Van Diepenbeek ex-
plained that council isn't ready to
enact such a moratorium, and that
even if they did, the new Green
Energy Act, soon to be imple-
mented by the Province of On-
tario, would over -ride any ruling
made by council.
"I can definitely support the
[study], but I don't think we're in
a position to make that decision;
we're going to be superseded any -
ways," said Reeve Van Diepen-
beek.

In Canada, ETPs range from those that -that track the broad S&P/T X Composite Index to those that track
market sectors such as energy, gold, finance and tet3rnolegy. There are also ETFs that track dividend -paying
stocks, fixed-income investments and international markets.
Howeveri the selection of ETFs is limited in comparison with those offered on U.S. and other international
exchanges. For example, there are around 35 international single -country EI'Fs trading on major U.S.
exchanges. There are also more "exotic" ETFs, including those whose performance is linked to prices of
commodities such as oil, gold and silver. (Remember that when trading securities in foreign markets,
exchange-rate fluctuations affect returns.)
Investors like ETPs because they're easily accessible through tri accounts at brokerages and other
institutions. other advantages include:
• Low management expenses. Management expense ratios are generally less than those for similar index
mutual funds, meaning investors keep more of fund profits.
• Tex efficiency. ETPs are less likely than some mutual funds to make large distributions of capital gains.
These distributions are taxable in the hands of investors outside a Registered Retirement Savings Plan or
other registered investment
There are also disadvantages to BTP.

• due to management expenses and trading costs. And because performance is correlated with indexes,
market turbulence has an immediate impact on prices.

"It looks to me like that province is taking a good look at
this; they're not rushing like they were. If we put a morato-
rium on this, we'll be strapping ourselves for future actions,"
said Minim.
Administrator/Clerk-Treasurer Mark Becker explained
that the debate on the moratorium is not a pressing matter,
as there are no wind projects approved in ACW in the near
future.
Minnesota's Department of Health determined that wind
turbines were causing health problems, especially inner ear
problems, according to Black, and the HCFA believes this
prompts an epidemiological study, which focuses more on
health effects.
Black said that they don't know what needs to be done
with the wind farms, but that they need to have scientific
research and reasons for set backs, and not just base them
on feelings.
"Currently the setbacks that the lower tier municipalities
have vary from one region to another. There should be some
scientific basis for setting those setbacks other than emotions
- although emotions are not truly scientific. What we would
like to know is what is safe for our families and members
who live, work, play, and sleep in our communities? We may
find that the setbacks should be set at 1.5 km as the World
Health Organization (WHO) recommends, or we may find
that 350 metres is an appropriate setback," Black said.
Biackrexplained that, as president of the HCFA, he repre-
sents individuals both interested in having wind farms and
individuals against them, but he has to represent both.
"We have members who are both for and against the wind
projects and we need to assist both sides. By saying no to
the wind power we would be denying some fanners of the
extra income from the lease agreements or electricity sales
if they built their own systems," he said. "By saying we can
build the turbines and infrastructure associated with the wind
projects anywhere, we could be denying the fanners who are
negatively affecting their own health."
ACW council members are supporting the health impact
study that Black called for.
