The much -used truck route was
not included in the original study
area though Pearson said that soon
changed after a public request.
"They said, '1 think it should in-
clude up to the 21 highway up North
Harbour Road,'" he said. "It was a
god conUllerit: '
From hew, I,GL, has six months to
prepare the terms of reference, outlin-
ing the public consultation process.
project alternatives and the frame-
work for the job.
Kauffman said public input is pub-
lic knowledge as it pertains to the
project itself, however no personal
inkornlation is given to requesters.
"The consultation record contains
what issues were raised and addressed
as part of the study: he said. "It shows
hove the comments influence or do not
influence the project.'
The wharf expansion Is ill
the investigative stage right
now, and Gcxlerich Port Man-
agement Corporation presi-
dent Al Hamilton said the
terms of reference meeting is
really hcut looking at the op-
tions available.
"In the case of the part and
the town, we have a concept
we've come up with,- he said.
"But it's really all very early in
the process."
Upgrades recently done to
the northern break wall were
conducted. under a previous
environmental assessment,
he said. However, all harbour
prcijects are being grouped to-
gether
ogether in the federal/provincial
funding application, under the
Build Canada umbrella.
All of it falls into the master
plan for port repairs, and due
to the scale of the job aheau,
government representatives
were in town last week to tour
the harbour with Pearson and
see just where the work is be-
ing done and why.
The expansion itself, Ham-
ilton said, was borne out of
necessity.

"As it sits today, there is not enough
land for existing users or new devel-
opment. ' he said. "We need space"
The size iuld the shape of that space
will he determined once terms of ref-
erence are completed.
Of course. he said there is no point
to expanding the harbour for new de-
velopment if nob(xly wants to develop
there. 'lo that end, the town and port
have been putting out feelers to gauge
business interest in the harbour.
By expariding• the port, Hamilton
said it could greatly reduce truck traf-
fic while increasing the variety of
products shipped by water.
While the' prospect of container
shipping has been disct.tssed at coun-
cil. Hamilton said right now it is not
part of the expansion plant,. Again, he
reiterated it is very early in the plan-
ning process. '
"At this point, there is no expressed
interest or business case for that" he
said. "Though a piece of property
could open the doors for that:'
The terms of reference need to be
presented to the public before coming
to the Minister of the Bnvironrnent
for an environmental assessment.
Kauffman said there are three poten-
tial outcomes.
"It could he approved, approved
with conditions or rejected," he said.
"If rejected, we would be back to the
drawing board."
In the meantime, Goxlerich will
continue its search for funding for the
initiative. after being passed over for
the communities component of the
Build Canada Fund last week.
However. work to the pier and break
wall will still continue as planned, as
will the terms of reference.

Angel hair
St. Mary's student Calista Smith, 10, feels much lighter after
donating her hair to the Toronto based "Angel's Hair" campaign
this month. Her donation will be used to make wigs for children
that have lost their own hair due to cancer and other health
prohlerns. This is the second time that Smith has donated r,er
hair to this cause, this time in memory of her late Nana, Grace
Kassies. .
