Seili proposes interim turbine bylaw

With potential wind projects through-
out Huron County, Coun. Joe Seili (Hu-
ron East) asked Huron County council
at its June 3 meeting to ,pass an interim
control bylaw untit 'elated health con-
cerns have been studied.
Seili told county councillors that two
wind projects planned in Huron East
are creating "quite a bit of opposition"
and Huron East council is looking itself
at passing an interim control bylaw.
"We know there are a lot of wind
projects coming up in the county and
we're wondering if the county can take
a lead in bringing this forward. The
county should band together because
it will come to an area near you," he
said, adding that there are wind projects
brewing in Moms-7lrmberry, Central
Huron and Bluewater.

Seili said the more than 100 people
in the St. Columban area with health
concerns about wind turbines are well
aware of the effects of the Green En-
ergy Act but are still asking the county
to act.
'Toronto is pushing this and there are
probably only four or five rural votes
in the province. The MPPs will listen
to the county more than to individual
municipalities," he said.
Seili added municipalities, could be
left looking after the expenses of road
repairs and other issues if wind tuthine
projects go ahead. •
Huron County planner Scott Tousaw
said creating an interim control bylaw
at the county level will require a sup-
porting resolution from every member
municipality and he was not sure if it
can be done on a one-time basis.
He added that the Green Energy Act
will supersede municipal bylaws but
not until the "Schedule K" regulations
are released.
"We've been hounding them (the
province) for a few weeks now to de-
termine when but everyone just says
soon. The province and AMO (Asso-
ciation of Municipalities of Ontario)
haven't been able to answer our ques-
tions," he said. "I don't want to go to the
lawyers yet because it will incur a lot
of costs."
Warden Ken Oke said he's been
receiving mails from citizens from
Huron East asking for a bylaw outlaw-
ing wind projects but he told them the
county couldn't do that.
"We would end up in court Lind we
would lose," he said. "But, I think what
they're doing is the right thing. We need
to let the province know that these peo-
ple are upset and they have a right to
be heard."
Oke asked for a report at the next
committee of the whole meeting out-
lining what the county can do.
Council votes out free lunch

An 11-8 recorded vote at Huron County
council confirmed that councillors will still
have a lunch break at their meetings - but; what-
• ever they eat will no longer be paid for by the
county.
The issue of a free lunch was thoroughly de -
hated again at county council's June 3 meeting
when Coun. Dave Johnston (Bluewater) pro-
tested th-it a motion to discontinue lunches at
committee of the whole sessions could lead to
a situation where councillors continue until 3
p.m. without any lunch break at all.
"It does not address the aspects of the Health
and Safety Act for employees who are required
to sit here through their lunch breaks. I, for one,
will be getting up when I'm hungry and leaving
and if eight or nine members feel the same way,
you won't have a quorum," he said.
Johnston pointed out that several councillors
suffer from diabetes and require a lunch break
to accommodate their condition.
Coun. Joe Seili (Huron East), whose requests
for a financial breakdown on lunch costs sparked
Coun. Deb Shewfelt's (Goderich) motion to do
away with picking up the tab for councillors'
lunches, responded that he was never against
a lunch break from noon to 1 p.m, He said he
only wanted councillors to pay for their own
lunches.
"If you decide not to come back, you should
be only paid for a half day. I can be responsible
enough to return to work after lunch - if other
councillors can't, so be it," he said, adding that
the hour break should be enough time for
staff to eat lunch "like the have for the

Shewfelt said he thought councillors were
making the issue toxo complicated.
"Break at 12 and come hack at 1 p.m. and get
on with life. I don't know why we're beating this
to death," he said.
Warden Ken Oke said he received phone
calls from ratepayers when the free lunch issue
was first raised, telling him council was being
"penny foolish."
"We've got to act like a business and what
business sits there and quibbles over whether or
not the board gets fed lunch? If you think you're
impressing the ratepayers, you're not," he said.
Coun. Bill Dowson (Bluewater) agreed g-
ing ratepayers found the situation amusing.
"Everyone I talked to just laughed and said,
What a bunch ofkids at the county,"' he said.
Seili responded that, on the contrary, he re-
ceived a number of phone calls praising the
county for discontinuing the free lunches.
"A lot of people called to say thank you for
saving the taxpayer money. This was $20,000
and I was taught that if you look after the pen-
nies, your money will grow," he said.
Voting in favour of the motion to discontinue
paid lunches were Seili, MacLellan, Siemon,
Shewfelt, Johnston, Kelly, Dowson, Coun.
George Robertson (South Huron), Coun. Mur-
ray Scott (North Huron), Coun. Max Demaray
(Howick), Coun. Tim Collyer (Central Huron).
Voting against the motion were Oke, Dykstra,
Coun. Jim Dietrich (South Huron), Coun. Ben
Van Diepenbeek (ACW), Coun. Neil Vincent
(North Huron), Coun. Jim Fergusson (Bluewa-
ter), Coun. John Grace (Goderich) and Coun.
Neil Rintoul (ACW). Coun. John Bemire (Cen-
tral Huron) was absent
