County to consult public for ten-year official plan review

The County of Huron is preparing to play host to
five public -consultation meetings as part of its on-
going commitment to its evolving Official Plan.
Thanks to a number of county -council councillors
that stepped forward at the county's May 13 com-
mittee -of -the -whole session, five public meetings
are now a go.
Those meetings, says county planner Scott Tou-
saw, are designed to garner public input on the "very
draft" form of the county's OP, a project which be-
gan in 1999. Indeed, the county was originally set to
hold its first review in 2004.
Meetings are set for June 17, 6 p.m. till 9 p.m.
at the Goderich museum, 6 p.m. until 9 p.m., June
18, at the North Huron Wescast Community Com-
plex in Wingham, 9 a.m. till noon, June 20, at the
Bayfield town hall, 6 p.m till 9 p.m., June 24, at the
Exeter town hall, and from 6 p.m. till 9 pm., June
25, at the Seaforth town hall.
A formal public meeting will be set to unveil the
findings this fall.
GO SLOW
Things are about to get slower in Belgrave.
Thanks to a motion approved by Huron Coun-
ty's OW, the in -village speed limit in Belgrave is
about to drop to 50 km/h from the current limit of
60 km/h.
That move, made on the recommendation of
public -works department, is being made in order to
combat the number of speeding motorists ripping
through the village that features Highway 4 as its
main street.
Approval of the move left Coun. Tim Collyer
(Central Huron) wondering why the same change
isn't made in Carlow, since a recent delegation before
the COW was seeking the installation of a flashing
yellow light at the intersection of Blyth Road and
Lucknow Line, in order to slow down racers.
While Coun. Bill Dowson (Bluewater) argues
motorists need more lead time to reduce speeds
from the highway posted 90 km/h to 50 km/h, but
Coun. Deb Shewfelt (Goderich) says slowing down
is easy.
"Learn to take your foot off the gas when you see
the sign," he says.
While the county's public -works department has
been directed to prepare a report on all communi-
ties with speeding motorists' issues, public -works
director Dave Laurie says further reducing the speed
limit in Carlow might be problematic.
"Though Carlow. alone you might get 12 street
racers a day," he says, referring to recently past pro-
vincial legislation that hands out hefty fines and ve-
hicular impounds for those caught driving in excess
of 50 km/h over the posted speed limit.
Coun. John Bezaire (Central Huron), meanwhile,
argues the time has come for the county to introduce
photo radar.
"We'll make lots of money. People will slow
down," he says. "Take responsibility for how you
drive. Do the crime, pay the fine."
COW endorsed the proposed reduced speed limit
for Belgrave. However, the motion requires the en-
dorsement of council before it rolls out.
HANNA BRIDGE REPAIRS
Theo Vandenberk Construction will soon begin
work on the county's Hanna Bridge reconstruction
project thanks to the endorsement of COW on it its
tendered bid of $364,054, with five other companies
competing.
Engineer BM Ross estimated the project would
cost $435,000.
Council must first endorse the resolution before
work begins.
ROCK ON
Kurtis Smith Excavating has been approved as
the winning bidder for work on the Gorrie Culvert
repairs thanks to a resolution passed by the COW.
The bid came in at $86,100, with
four other companies submitting
bids.
As is the standard, the county
must approve the resolution before
work begins.

home to a new sand -and -salt storage
building.

department, reports the approximate
$500,000 project will be completed
in two phases, with the storage facil-
ity going up first and then phase two,
including a stormwater management

Alcock notes there were only three bids for the
project since many builders noted they didn't have
the time to take on the project.
Coun. John Bezaire (Central Huron) questioned
whether the Municipality of Bluewater was con-
sulted to ensure any possible
partnerships were discussed,
only to learn such was the
practice.
"We have to work to-
gether. I appreciate the
fact someone picked up a
phone," said Bezaire.

Sandy McLean, the
county's facilities manager,
reports a number of main-
tenance -related projects are
under way at county sites.
In addition, he notes
county staff recently applied
for Parks Canada funding
which, if approved, will al-
low them to embark on a
$622,000 restoration project
at the county jail. The pro-
posed project list includes
masonry restoration, roof
replacement, the installa-
tion of storm windows, and
a new fire -alarm system.
